MINUTES OF SPECIAL MEETING OF LEESBURG TOWN COUNCIL, AUGUST 4, 1987.
A special meeting of the Leesburg Town Council was held in the Council
Chambers, 10 Loudoun Street, S.W. , Leesburg, Virginia on August 4, 1987 at
4:30 p.m. , pursuant to Notice thereof having been delivered to all council-
members prior thereto. Present were: Mayor Robert E. Sevila, Councilmembers
Arl Curry, Brian T. Kelley, Hunter M. Leach, John W. Tolbert, Jr. , and Charles
J. Williams; also Town Manager Jeffrey H. Minor, Assistant Town Manager
Steven Brown, Director of Planning, Zoning and Development Martha Mason-
Semmes.
Mayor Sevila advised that notice of this meeting had been given to the
media as well.
The purpose of this meeting is to discuss the appointment of a new zoning
administrator. Consideration of the above involves a personnel matter within
the jurisdiction of the town. Section 2. 1-344(1) of the 1950 Code of Vir-
ginia, as amended (Freedom of Information Act) , permits the Council to dis-
c cuss such matters in executive session.
On motion made and duly seconded, Council voted unanimously to go into
executive session to discuss the matter referred to above.
Aye: Councilmembers Curry, Kelley, Leach, Tolbert, Williams and Mayor
Sevila.
Nay: None.
Council reconvened after having considered only the matter set forth in
the motion.
8/-153 - RESOLUTION - APPOINTING ANDREW J. CONLON, JR. AS ZONING ADMINISTRATOR
On motion of Mr. Kelley, seconded by Mr. Tolbert, the following resolu-
tion was proposed and unanimously adopted:
WHEREAS, a national search was instituted to fill the position of
zoning administrator for the Town of Leesburg, vacated by the resig-
nation of Mark Nelis; and
WHEREAS, a national recruitment for this position was undertaken; and
WHEREAS, the town manager and planning staff have conducted seven
interviews as a result of the recruitment process; and
WHEREAS, the town manager and director of planning, zoning and de-
velopment recommend the appointment of Culpeper County Zoning Ad-
ministrator Andrew J. Conlon, Jr. ; and
WHEREAS, this Council has concluded interviews with this candidate
and is satisfied that he has the credentials to carry out the re-
sponsibilities of zoning administrator for the Town of Leesburg:
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Vir-
ginia as follows:
Andrew J. Conlon, Jr. is hereby appointed to the position of zoning
administrator for the Town of Leesburg, effective August 17, 1987.
Aye: Councilmembers Curry, Leach, Kelley, Tolbert, Williams and
Mayor Sevila.
Nay: None.
Mr. Minor said he appreciated the Town Council meeting on this matter
and cooperation in the interview process. He is confident that the Council
and town staff have made a good decision and that Mr. Conlon will do a fine
job.
Mr. Conlon was introduced to the members of the press and the public
who were present, as well as Steven Brown; the hew assistant town manager
who just started with the town about a week ago.
On motion made and duly seconded, the meeting was adjourned.
