MINUTES OF SPECIAL MEETING OF LEESBURG TOWN COUNCIL, SEPTEMBER 15, 1987.
A special meeting of the Leesburg Town Council was held on September 15,
1987 at 4:30 p.m. in the Council Chambers, 10 Loudoun Street, S.W. , Leesburg,
Virginia, pursuant to notice thereof having been delivered to all, councilmembers
prior thereto. Present were: Vice-Mayor Charles J. Williams, Councilmembers
James E. Clem, Brian T. Kelley, Hunter M. Leach and John W. Tolbert, Jr. ; also
Town Attorney George M. Martin and Deputy Town Attorney DeborahWelsh. Absent
from the meeting were Mayor Robert E. Sevila and Councilmember Arl Curry.
On motion of Mr. Kelley, seconded by Mr. Tolbert, Council voted unanimously
to go into executive session, pursuant to Section 2. 1-344(a)(6) of the 1950 Code
of Virginia, as amended, to consult with legal counsel and staff members pertain-
, ing to potential litigation arising out of a prospective airport lease and fran-
chise agreement, with the following staff members present : Town Manager, Town
Attorney, Deputy Town Attorney, Special Counsel, Assistant Town Manager, Director
of Finance and Airport Commission Chairman Stanley Caulkins.
Council returned to open session at approximately 5: 20 p.m: with no action
taken. It was suggested that another special meeting be held on ,October 6, 1987
at 4:30 p.m. , at which time an executive session will be held pursuant to Sec-
tion 2.1-344(a)(6) of the 1950 Code of Virginia, as amended.
On motion of Mr. Kelley, seconded by Mr. Tolbert, Council voted unanimously
to adjourn the meeting until 5:30 p.m. this same date:
Aye: Councilmembers Clem, Kelley, Leach, Tolbert and Vice-Mayor Williams.
Nay: None.

MINUTES OF ADJOURNED SPECIAL MEETING OF LEESBURG TOWN COUNCIL, SEPTEMBER 15, 1987.
The adjourned special meeting of the Leesburg Town Council of September 15, 1987
was resumed at 5: 30 p.m. , with the following members present: Vice-Mayor Charles
J. Williams, Councilmembers James E. Clem, Brian T. Kelley, Hunter M. Leach and
John W. Tolbert, Jr. ; also Town Attorney George M. Martin and Deputy Town At-
torney Deborah C. Welsh. Absent were Mayor Robert E. Sevila and Councilmember Arl
Curry.
On motion of Mr. Kelley, seconded by Mr. Tolbert, the following resolution
was proposed and unanimously adopted:
87-188 - RESOLUTION - APPOINTING JAMES E. CLEM TO FINANCE AND ADMINISTRATION
COMMITTEE
RESOLVED by the Council of the Town of Leesburg in Virginia as follows :
James E. Clem is hereby appointed to the Finance and Administration
Committee for a period co-terminus with his Council term.
Aye: Councilmembers Clem, Kelley, Leach, Tolbert and Vice-Mayor Williams.
Nay: None.
There being no further business, the meeting was adjourned.
