MINUTES OF SPECIAL MEETING OF LEESBURG TOWN COUNCIL, OCTOBER 6, 1987.
A special meeting of the Leesburg Town Council was held on October 6, 1987
at 4:30 p.m. in the Council Chambers, 10 Loudoun Street, S.W. , Leesburg, Virginia,
pursuant to notice thereof having been delivered to all coucnilmembers prior
thereto. Present were: Vice-Mayor Charles Williams, Councilmembers Arl Curry,
Brian T. Kelley, Hunter M. Leach and John W. Tolbert, Jr. Absent from the meet-
ing were Mayor Robert E. Sevila and Councilmember James E. Clem. Also present
were Town Manager Jeffrey H. Minor, Assistant Manager Stephen Brown, Director of
Finance Paul York, Town Attorney George M. Martin, Deputy Town Attorney Deborah
Welsh, Special Counsel Curtis Coward and Airport Commission Chairman Stanley C.
Caulkins.
The meeting was called to order by Vice-Mayor Williams in the absence of the
Mayor. On motion of Mr. Kelley, seconded by Mr. Tolbert, Council voted unani-
mously to go into executive session, pursuant to Section 2. 1-344(a)(6) of the
1950 Code of Virginia, as amended, to consult with legal counsel and staff mem-
bers pertaining to the potential litigation arising out of a prospective air-
port lease and franchise agreement. Mayor Sevila arrived during the executive
session.
Council returned to regular session and no action was taken.
On motion of Mr. Tolbert, seconded by Mr. Kelley, the meeting was adjourned
at 5: 10 p.m.
