HomeMy Public PortalAbout10-22-2018 COW Minutes apioa,,,xe, / lay Minutes of the Committee of the Whole Workshop of the President and the Board of Trustees Held on October 22, 2018 In the Boardroom Mayor Collins called the meeting to order at 7:00 p.m. Board Present: Mayor Collins, Trustee Bonuchi, Trustee Lamb, Trustee Larson, Trustee Newton, and Trustee Wojowski. Board absent: Trustee O'Rourke. Others present: Brian Murphy, Administrator; Michelle Gibas, Village Clerk; Allen Persons, Public Works Director; Lonnie Spires, Building Inspector; Traci Pleckham, Management Services Director; and John Konopek, Police Chief. There was one person in the audience. Trustee Larson moved to approve the Minutes of the Committee of the Whole Workshop held on September 24, 2018. Second by Trustee Lamb. Voice Vote. All in favor, 0 opposed. Motion carried. PRESIDENTIAL COMMENTS No Comments. TRUSTEE COMMENTS Trustee Larson encouraged everyone to attend the Spooktacular Events. Trustee Bonuchi encouraged everyone to attend the Band Boosters Craft Fair this weekend at Plainfield Central High School. PUBLIC COMMENTS No Comments. WORKSHOP 1) 2019-2020 DRAFT FISCAL YEAR BUDGET Mr. Allen Persons gave a presentation regarding the draft 2019-2020 fiscal year budget for the Streets Department. Mr. Persons reviewed the Mission Statement, Organizational Chart, population growth, staff ratio, personnel growth, street light maintenance, vehicle maintenance and fuel station operation, Village property landscaping maintenance, technology, snow removal and ice control, and the Plainfield Forestry Program. Traci Pleckham then reviewed the draft budget detail for the Street Department. Chief Konopek gave a presentation regarding the draft 2019-2020 fiscal year budget for the Police Department. Chief Konopek reviewed the Mission Statement, Police Department values, organizational chart, population vs officers per resident, 5 year crime index, crime stats and trends, years of service, staffing analysis, Patrol Division, Administration Division, Investigations Unit, Community Service Division, Courts Division, and PEMA. Traci Pleckham then reviewed the draft budget detail for the Police Department. There was some general discussion regarding pensions. Trustee Wojowski suggested keeping the option open to hire new police officers, if necessary. Mayor Collins thanked the staff for the presentation and read the reminders. Trustee Lamb moved to adjourn. Second by Trustee Larson. Voice Vote. All in favor, 0 opposed. Motion carried. The me mg adjourned . 8:20 p.m. Michelle Gibas, Village Clerk
