HomeMy Public PortalAboutResolution 60-040RESOLUTION N0. 60 -40 WHEREAS, the present system of senatorial apportionment for the State Legislature in California works a serious disadvantage to the Southern Counties of this State; and WHEREAS, this system of allowing only one senator from each county gives one -third of the State's population living in Northern California three - fourths of the State Senate majority, while the re- maining one- fourth of the Senate represents nearly two- thirds of the people; and WHEREAS, in addition to the unjust ratio of representation in the STATE SENATE, Southern California has suffered from the growing indifference of the Senate to the legislative needs of this important region; and WHEREAS, the mounting indifference toward Southern Californi, conditions was glaringly apparent during the 1959 session of the Leg- islature when propositions of vital importance to the people of the region were either defeated by the Senate or passed in a form which did not meet the needs of this area; and WHEREAS, among those measures were bills concerned with se- curing as• assured water supply for Southern California, equitable gas 'tax dollars distribution, permissive possessory interest taxes, and :equal policy control, all of which were decided adversely to the inter• est of the people of Southern California, NOW, THEREFORE, BE IT RESOLVED.by the City Council of the City of Temple City, that the Senate plan of representation is unfair, unjust and discriminatory -to- the - people of Southern California; and BE IT FURTHER RESOLVED, that the City of Temple City give full support to securing an initiative petition which would cause sub/ mission to the voters of California on the November 8, 1960, ballot of a proposed constitutional amendment to readjust the State Senate, a thus giving Southern California a fairer representation in the compo- ;sition of the State Senate.
