MINUTES OF SPECIAL MEETING OF THE JJ RSBURG TOWN COUNCIL

June 20, 1988
A special meeting of the Leesburg Town Council was held on June 20, 1988 at 7:00 p.m., in
the Council Chambers, 10 Loudoun Street,S.W., Leesburg, Virginia pursuant to notice thereof having
been delivered to all councilmembers prior thereto, for the purpose of discussing the Personnel Study
and the budget adoption process. The meeting was called to order by Mayor Robert E. Sevila. Present
were Mayor Robert E. Sevila, Councilmembers James E. Clem, Arl Curry, Brian Kelley, Hunter Leach
and John W. Tolbert, Jr. Also present were Town Manager Jeffrey H. Minor, Assistant Town Manager
Steve Brown and Director of Finance Paul York.
Mayor Sevila asked Mr. Minor to summarize the budget process. Mr. Minor stated that the
budget was presented at the last Finance and Administration Committee meeting and was reported out
of committee for consideration by the Council. The last section in the budget resolution talks about
pay adjustments that would be authorized under the Pay Study Commission, for which PAS was
commissioned to prepare for the town. The budget that has been presented to Council includes a
$220,000.00 allocation to the pay classification plan.
Mr. Tolbert had a concern with some of the grades dropping. Mr. Minor explained that no
employee lost ground. Everyone was reclassified. For example, if an employee, under the old plan, was
a 4, under the new plan, that same employee would become a 1. This is not a reduction, it is in fact,
an increase because the grades have increased. Everyone in the town's service benefits from this pay
plan. He further stated that the intention of this plan is not to establish the relative worth of a person
in the town's employment, but to establish the relative worth of the job in the town's system.
On motion of Councilmember Kelley, seconded by Councilmember Clem, Council voted
unanimously to go into executive session pursuant to Section 2.1-344(a)(1) of the 1950 Code of Virginia,
as amended, for the purpose of discussing personnel matters.
Aye: Councilmember Clem, Curry, Kelley, Leach, Tolbert and Mayor Sevila
Nay: None
Council reconvened into the special meeting with no action taken. During the executive session,
Council limited discussions to personnel matters.
On motion of and duly seconded the special meeting was adjourned.
