July 1, 1988
A special meeting of the Leesburg Town Council was held on July 1, 1998 at 1:00 p.m., in the
Council Chambers, 10 Loudoun Street, S.W., Leesburg, Vhginia pursuant to notice thereof having been
delivered to all councilmembers prior thereto, for the purpose of discussing reorganization and
appointments. The meeting was called to order by Mayor Robert E. Sevila with the invocation given
by Councilmember Tolbert and the Salute to the Flag led by Town Manager Jeffrey H. Minor. Present
were; Mayor Robert E. Sevila, Councilmembers James E. Clem, Christine Forester, Donald A. Kimball,
Claxton E. Lovin and John W. Tolbert, Jr. Also present was Town Manager Jeffrey H. Minor.
Mayor Sevila noted that this was a special meeting of the Council and invited councilmember
comments at this time.
Mr. Lovin stated that this was his first session on the Town Council and wants the people of
Leesburg to know that he will try to follow the town's master plan as well as he can

this was an organizational meeting in which the Council will attempt to make various appointments,

positions in the town government. These appointments are personnel matters which make them eligible
for consideration by Council at executive session. At this time, Mayor Sevila recognized Mrs. Forester
for a motion.
On motion of Mrs. Forester, seconded by Mr. Clem, Council voted unanimously to go into
executive session pursuant to Section 2.1-344(1) of the 1950 Code of Virginia, as amended to discuss
Council appointments.
Aye: Councilmembers Clem, Forester, Kimball, Lovin, Tolbert and Mayor Sevila.
Nay. None
Council reconvened into the special meeting of Council. Council has been meeting in executive
session pursuant to a motion previously made and considered only the matters contained in the motion
for executive session.
On motion of Mr. Clem, seconded by Mr. Kimball, the following ordinance was proposed and
unanimously adopted.
WHEREAS, this Council desires to reestablish its committee system to better allocate the work
of the Council between the two committees; and
WHEREAS, Council desires to change the times and dates for committee meetings to more
effectively use the time of Council and staff while at the same time ensuring that committee meetings
remain convenient for public attendance:
THEREFORE, ORDAINED by the Council of the Town of Leesburg in Virginia as follows:

The Planning and Zoning Committee and the Administration and Public Works
Committee are hereby established as standing committees of the Council•
Lal The Planning and Zoning Committee shall have iurisdiction over land use '
proposals for rezonings special exceptions and planned developments

have iurisdiction over all other remaining items
requiting Council action.
Each committee shall consist of two members and a chairman Members of

The Planning and Zoning Committee shall meet at 4:30 P.M. on the Wednesday m
of the week preceding each regular Council meeting in the Council N
Chambers or other place as agreed. The Administration and Public
Works Committee shall meet at 7:30 P.M. on the Wednesday of the
week preceding each regular Council meeting in the Council Chambers
or other place as agreed. At committee meetings, the members shall
review upcoming meeting agenda items, hear staff reports and take
other nonlegislative action as it deems appropriate.
SECTION II. All prior ordinances in conflict herewith are repealed.
SECTION III. This ordinance shall be in full force and effect upon its passage.
Mayor Sevila stated that this was an attempt to streamline the jurisdiction of the two
committees in a way that the workload is more equally balanced. Council is proposing to reallocate
the committee assignments so that one committee, essentially deals with items relating to specific land
use applications and proposals and leaving the other committee to handle all other issues of town
business.
Aye: Councilmembers Clem, Forester, Kimball, Lovin, Tolbert and Mayor Sevila
Nay: None.
On motion of Mrs. Forester, seconded by Mr. Tolbert, the following ordinance was proposed
and unanimously adopted.

WHEREAS, this Council desires to change the day for Council meetings:
THEREFORE, ORDAINED by the Council of the Town of Leesburg in Virginia as follows:
SECTION I. Section 2.20 of the Town Code, 'rime and Place of Regular Meetings," is amended
to read as follows:
Section 2-20. Time and Place of Regular Meetings.
The Council shall meeting in formal session at 7:30 P.M. on the second and
fourth Wednesdays Tuesdays in each month in the Council Chambers
or at such time and place as the Council has determined from time to
time.
SECTION H. All prior ordinances in conflict herewith are repealed.
SEC'T'ION III. This ordinance shall be in full force and effect upon its passage.
Mayor Sevila explained that the business being covered at the Wednesday Council meeting was
being published, nearly eight days later by the Loudoun Times-Mirror. Council agrees that it is
important that the news of the Council meetings be disseminated to the public when it is still fresh
as opposed to being carried in the papers eight days after the action taken.

On motion of Mr. Tolbert, seconded by Mr. Kimball, the following resolution was proposed and
unnnimoualy adopted.

COMMITTEES
RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
SECTION I. The following councilmembers are appointed to the Planning and Zoning
Committee:
James E. Clem
Christine E. Forester
Claxton E. Lovin
SECTION II. The following councilmembers are appointed to the Administration and Public
Works Committee:
Donald A. Kimball
John W. Tolbert, Jr.
(New member)
Mayor Sevila stated that Jim Clem expressed his desire to remain on the committee that
primarily dealt with the planning and zoning issues. Mr. Tolbert wanted to remain on the
Administration and Public Works.

On motion of Mr. Clem, seconded by Mrs. Forester, the following resolution was proposed and
unanimously adopted.
88-121 - RESOLUTION - MAKING COUNCILMANIC APPOINTMENTS
RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
SECTION I. John W. Tolbert, Jr. is appointed Vice Mayor for the period July 1, 1988 through
June 30, 1990.

THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
Ann Darling is appointed to the Leesburg Planning Commission for a term ending December '
31, 1991.
