February 8, 2018 7:00 P.M. Greencastle City Hall
Pledge of Allegiance
II. Call to Order; Roll Call
Mayor William Dory called the meeting to order at 7:00 PM; upon roll by Clerk-
Treasurer Lynda Dunbar the following were present: Adam Cohen, Stacie
Langdon, Steve Fields, Gary Lemon, and Dave Murray. Mark Hammer and
Tyler Wade absent.
III. Public Petitions and Comments: None
IV. Special Requests:
A. Street Closure Request- Main Street Greencastle- Motion by Dave
Murray to approve the street closure as presented, second by Gary Lemon,
5-0, motion carried.
B. Street Closure Request- Relay for Life- Motion by Adam Cohen to
approve the street closure as presented pending meeting with Laurie
Hardwick and completing all of the city's requirements, second by Dave
Murray, 5-0, motion carried.
C. Street Closure Request- DePauw University Graduation- Motion by
Steve Fields to approve the street closure as presented, second by Stacie
Langdon, 5-0, motion carried.
V. Department Reports:
a. Cemetery — Ernie Phillips

d. Park and Recreation — Rod Weinschenk

VI. Reports
A. Mayor's Report- Mayor updated the council on the following items:
• A meeting on the pollinator garden at the cemetery went well.
• Kick off meeting on the Storm water Utility went well and Council will
hear more about that as we get further in the process.
• City is waiting on state permit to begin construction on new band
shell.
• Finalizing our sidewalks and streets that will be repaired in 2018
B. Clerk-Treasurer's Report- Received 1782 from DLGF and year-end fund
balances and cash flow analysis were given to Council for 2018.
C. Councilors' Report- Adam Cohen stated he attended the kick off storm
water meeting and emphasized its importance to the infrastructure to
Greencastle and more information would be coming on this project. He
also commented it was nice to see three really qualified candidates apply
for the school board position. Stacie Langdon reported that she has
noticed more freed up parking spaces on the courthouse square. She
also reported that Brian Cox was the new school board member. Gary
Lemon has received positive comments on Stop Sign being added to
downtown in the future.
VII. Approval of Minutes
A. Regular Session-January 11, 2018
Motion by Adam Cohen to approve January 11, 2018 minutes as presented,
second by Steve Fields, 5-0, motion carried.
VIII. Approval of City Claims
A. Motion by Dave Murray to approve claims as presented, second by Gary
Lemon, 5-0, motion carried.
IX. Old Business
A. Update on Streaming City Council Meetings- Greg Stephen reported
that if we wanted to have them streamed live it would cost us $1,500 in
equipment or if we posted them afterward it would be no cost. We would
however need to upgrade our internet strength.
X. New Business
A. Resolution 2018-2 - A Resolution Declaring an Economic Revitalization
Area in Greencastle, Putnam County, Indiana for Chiyoda USA
Corporation- Motion by Steve Fields to approve Resolution 2018-2 as
presented, second by Adam Cohen, 5-0, motion carried.
B. Greencastle/Putnam County Development Center Annual Contract-
Motion by Adam Cohen to allow Mayor Dory to sign the contract and pay
the $45,000 to the Greencastle/Putnam County Development Center,
second by Stacie Langdon, 5-0, motion carried.
C. Ordinance 2018-1 (First Reading)- An Ordinance Amending Ordinance
2000-4, An Ordinance Designating Stop Intersections- Motion by Dave
Murray to approve Ordinance 2018-1 on first reading as presented,
second by Stacie Langdon, 5-0, motion carried.
D. City of Greencastle Outstanding Warrants (Checks)- Motion by Gary
Lemon to approve the cancellation of outstanding warrants/checks as
presented, second by Steve Fields, 5-0, motion carried.
Xl. Adjournment
Motion by Gary Lemon to dismiss at 8:09 PM, second by Dave Murray,
5-0, motion carried.
