Greencastle City Hall Pledge of Allegiance II. Call to Order; Roll Call Mayor William Dory called the meeting to order at 7:00 PM; upon roll by Clerk- Treasurer Lynda Dunbar the following were present: Adam Cohen, Stacie Langdon, Steve Fields, Tyler Wade, Gary Lemon, and Dave Murray. Mark Hammer absent. III. Public Petitions and Comments: Darrel Bunten presented his 5K FOP Annual Walk/Run Event on May 12, 2018 at Robe Ann Park. Motion by Dave 9 Murray for this event to take place on the city's streets, second by Steve Fields, 6-0, motion carried. IV. Special Recognition- Kyle Lee and Robert Brock Beebe were presented special recognition for their efforts in saving a woman in a structure fire on February 20t at 5:28 pm. A moment of silence was observed for Fallen Deputy Jacob Pickett with the Boone County Sheriff's Department. V. Special Requests: A. Street Closure Request- GC Presbyterian Church/Big Bounce House- Motion by Dave Murray to approve the street closures for the second Saturday from April thru October but not in June because of another conflict and with the understanding that they may need to find other places to hold this event as the summer continues, second by Adam Cohen, 6-0, motion carried. B. Street Closure Request- DePauw University Office of Alumni C. Noise Ordinance Wavier- DePauw University Office of Alumni- Motion by Gary Lemon to approve both the street closure and noise ordinance wavier as presented, second by Tyler Wade, 6-0, motion carried. D. Street Closure Request- Farmers Market- Brian Cox- Motion by Adam Cohen to approve the street closure as presented, second by Stacie Langdon, 6-0, motion carried. V. Department Reports: a. Cemetery — Ernie Phillips b. Engineer— c. Fire Department — John Burgess d. Park and Recreation — Rod Weinschenk e. Planner— Scott Zimmerman f. Police Department— Tom Sutherlin g. Department of Public Works — Brad Phillips h. Water & Wastewater Department — Oscar King i. City Attorney - Laurie Robertson Hardwick VI. Reports A. Mayor's Report- Mayor updated the council on the following items: • Met with the new YMCA Director • Construction will start on the Band Shelter soon. • Street projects are out for bid and due in next week. • Storm water planning staff meeting will be held next week • Sewer lining project is finished B. Clerk-Treasurer's Report- All year end reports have been completed and submitted on gateway and 2017 will be closed out very soon. C. Councilors' Report- Adam Cohen if there are storm drainage issue that others are aware of please get them turned in to the Mayor so they can be added to the list. Steve Fields mention that the Boy's High School Basketball Regionals will be held Saturday, March 10th at McAnnally starting at 10:00 am. Dave Murray reported that DePauw University would be hosting the Special Olympic this coming Saturday and Sunday. VII. Approval of Minutes A. Regular Session-February 8, 2018 Motion by Stacie Langdon to approve February 8, 2018 minutes as presented, second by Gary Lemon, 5-0, motion carried. Tyler Wade abstained since he was not present that month. VIII. Approval of City Claims A. Motion by Dave Murray to approve claims as presented, second by Adam Cohen, 6-0, motion carried. IX. Old Business A. Ordinance 2018-1 (Second Reading)- An Ordinance Amending Ordinance 2000-4, An Ordinance Designating Stop Intersections- Motion by Dave Murray to approve Ordinance 2018-1 on second reading as presented, second by Steve Fields, 6-0, motion carried.
