RESOLUTION NO.3 — 2014
COST OF SERVICES REIMBURSEMENT RESOLUTION
RICHMOND SANITARY DISTRICT
LANDFILL AND SEWER UTILITY FUNDS
WHEREAS, the Richmond Sanitary District Sewer Utility Fund has provided leachate treatment for no charge to the
Landfill for many years; and
WHEREAS, the lost revenue to the Richmond Sanitary District Sewer Utility Fund for providing this service is
estimated to be $26,169.00 in calendar year 2013, on reported number of gallons multiplied by $3.43 per
thousand gallons for the month of January-June and $3.88 per thousand gallons for July- December; and
WHEREAS, the purpose of this Resolution is to provide funding for the costs incurred in calendar year 2014 from the
Landfill to the Richmond Sanitary District's Sewer Utility Fund based on 2013 calendar year reported
volumes for leachate.
NOW, THEREFORE, be it resolved by the Board of Sanitary Commissioners of the Richmond Sanitary District, in
consideration of the above stated recitals, that the Board agrees to, and shall do, the following:

1. Costs — There shall be a transfer between funds in the amount of $26,169.00 from the Richmond Sanitary
District Landfill Fund to the Richmond Sanitary District Sewer Utility Fund for calendar year 2014.
Term — This resolution is to provide funding for the costs associated with leachate treatment for the 2014
calendar year, based on reported volumes of leachate reported to the Indiana Department of Environmental
Management. The Board of Sanitary Commissioners of the Richmond Sanitary District shall update this
resolution annually based on a prior year's data for reported volumes of leachate and further based upon the
per gallon charge as it relates to the costs of the District. The per gallon charge to the District was $3.43 per
thousand gallons from January to June and $3.88 per thousand gallons from July to December.
