May 10, 2018 7:00 P.M. Greencastle City Hall
Pledge of Allegiance
II. Call to Order; Roll Call
Mayor William Dory called the meeting to order at 7:00 PM; upon roll by Clerk-
Treasurer Lynda Dunbar the following were present: Adam Cohen, Stacie
Langdon, Steve Fields, Mark Hammer, Gary Lemon, and Dave Murray. Tyler
Wade absent.
III. Public Petitions and Comments: Joan Billman gave her opinion on why the
council did not need to approve any resolutions against discrimination in
Greencastle. She gave examples of discrimination cases against business
owners to support her reason for not taking further action.
IV. Special Requests: None
V. Department Reports:
a. Cemetery — Ernie Phillips

c. Fire Department — John Burgess

VI. Reports
A. Mayor's Report- Mayor updated the council on the following items:
• Recognized Greencastle Academic Super Bowl Teams that placed at
the state competition.
• Recognized Dorothy Brown and Jinsie Bingham who will be receiving
honorary degrees from DePauw.
• Farmers Market starts Saturday
• Street Projects continue on
B. Clerk-Treasurer's Report- Reminded the Common Council that budget
time is approaching quickly
C. Councilors' Report- Adam Cohen congratulated Dorothy Brown, Jinsie
Bingham and Eva Kor as they will receive honorary degrees from DePauw
at their graduation ceremony on May 20. Stacie Langdon reminded
every one of the 5K run at Forest Hill Cemetery on Memorial Day.
Proceeds with go to improvements in the Veterans section of the
cemetery. Steve Fields thanked Scott Zimmerman for his efforts in
property clean ups around the city.
VII. Approval of Minutes
A. Regular Session-April 12, 2018
Motion by Adam Cohen to approve April 12, 2018 minutes as presented,
second by Steve Fields, 5-0, motion carried. Mark Hammer abstained since
he was absent.
VIII. Approval of City Claims
A. Motion by Mark Hammer to approve claims as presented, second by
Stacie Langdon, 6-0, motion carried.
IX. Old Business
A. Salary Ordinance 2018-2- An Ordinance Amending Ordinance 2017-
10, An Ordinance Establishing the Size of the Departments of City
Government of the City of Greencastle, Indiana, Fixing Salaries for
the Employees of Such Department and Fixing the Salaries of Certain
Other Appointed Officials for the Year 2018 (Second Reading)- Motion
by Dave Murray to approve Ordinance 2018-2 on second reading as
presented, second by Gary Lemon, 6-0, motion carried.
X. New Business
A. Resolution 2018-5 A Resolution Addressing Hate Crimes in the State
of Indiana- Joe Garrison asked the council for some clarification on what
the Resolution represented. Leslie Hanson and Matt Cummings
addressed the council on why they were for it. Joan Billman stated her
position again on why it was not needed. Motion by Dave Murray to
approve Resolution 2018-5 as presented, second by Gary Lemon, 6-0,
motion carried.
B. Greencastle School Board Appointment- Deadline for application is
May 18, at Noon. Council will determine interview dates later.

Minutes
June 11, 2018 7:00 P.M. Greencastle City Hall
I. Call to Order; Roll Call
Mayor William Dory called the meeting to order at 7:00 p.m. and called the roll.
The following members were present Stacie Langdon, Steve Fields, Tyler Wade,
Mark Hammer and Dave Murray. Adam Cohen and Gary Lemon were absent.
Jeff Hubble and Donovan Garletts attended the meeting representing the school
district.
II. New Business
A. School Board Appointment Interviews
The Common Council interviewed Lisa McCoy starting at 7:01 p.m. Ms. McCoy
made an opening statement, answered a variety of questions about school
management and the Greencastle schools, and ended with a closing statement.
Ms. McCoy's interview concluded at 7:52 p.m.
The Common Council interviewed Valerie Rudolph starting at 7:53 p.m. Ms.
Rudolph made an opening statement, answered a variety of questions about
school management and the Greencastle schools and ended with a closing
statement. Ms. Rudolph's interview concluded at 8:39 p.m.
Ill. Adjournment
The meeting was adjourned at 8:42 p.m. upon a motion of Tyler Wade with a
second by Stacie Langdon. All voted in favor of the motion.
