HomeMy Public PortalAbout02-13-2014THE BOARD OF PUBLIC WORKS AND SAFETY OF THE CITY OF RICHMOND, INDIANA, FEBRUARY 13, 2014 The Board of Public Works and Safety of the City of Richmond, Indiana, met at 5:00 P.M., Thursday, February 13, 2014, in the Council Chambers at the Municipal Building, 50 North 5th Street, Richmond, Indiana. President Robinson called the meeting to order and the following business was conducted ROLL CALL Present were: Vicki Robinson and Tony Foster. Absent was Dian Lawson. Also in attendance were Kim Vessels, Assistant City Attorney; Karen Chasteen, City Clerk; Common Councilor Don Winget; Nick Wilson; Police Lt. Donnie Benedict; Sue Roberson, Human Resources; Scott and Linda Porter; Mike Lyons, Dave Burns; Dave and Mary Bane; Tom Milligan; Mayor Sally Hutton; Dave Stryker; Police Chief Kris and Linda Wolski; City Attorney Walt Chidester; Curt Leverton, Police Department; Silgan Plant Manager Michael Lewis; Rusty Anderson, Anderson Auto Group; Joe Pierce, Plan Technician Sarah Mitchell; Ed Unger; Eddie Unger; ; and, Media. CLAIMS FOR PAYMENT Mr. Foster moved to approve the claims for payment for February 14, 2014 in the amount of Three Hundred Ninety Three Thousand Eight Hundred Sixty Dollars and eighteen cents ($393,860.00), supported by Ms. Robinson. Upon a vote viva voce, the motion carried. REQUESTS • NEW HANDICAP PARKING SIGN: 37 Southwest 4th Street Mr. Foster moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. • HANDICAP PARKING SIGN RENEWALS: 315 South 12th Street 200 South 6th Street 120 North 18th Street 248 Pearl Street 724 South 7th Street Mr. Foster moved to approve, supported by Ms. Robinson. Board of Works Minutes February 13, 2014 Page 2 of 3 BID OPENINGS None BID AWARDS • RENOVATION OF 1400/1500 INDUSTRIES ROAD: Maxwell Construction After review by the City's Construction Manager, Dave Inderstrodt, as well as Wolverine Worldwide's Facilities Manager, Scott French, Mr. Foster moved to award this bid to Maxwell Construction, as recommended, in an amount not to exceed One Million Nine Hundred Ninety Eight Thousand Eight Hundred Dollars and zero cents ($1,998,800.00), supported by Ms. Robinson. Upon a vote viva voce, the motion carried. CONTRACTS • CONTRACT NO. 20 -2014 — JOHN HENNIGER LOCAL - FRATERNAL ORDER OF POLICE Annual Contract Mr. Foster moved to approve, supported by Ms. Robinson. Upon a vote viva voce, the motion carried. • CONTRACT NO. 23 -2014 — BEAM, LONGEST AND NEFF, LLC. Extension of Manor Drive Not to Exceed $53,400.00 — there is a 20% match by the City of Richmond Mr. Foster moved to approve, supported by Ms. Robinson motion carried. • CONTRACT NO. 24 -2014 — MAXWELL CONSTRUCTION Renovation of 1400/1500 Industries Road Mr. Foster moved to approve, supported by Ms. Robinson motion carried. PETITIONS • DRIVEWAY PETITION 1414 Lakeview Court Mr. Foster moved to approve, supported by Ms. Robinson motion carried. RESOLUTIONS Upon a vote viva voce, the Upon a vote viva voce, the Upon a vote viva voce, the • RESOLUTION NO. 3 -2014 — A RESOLUTION DESIGNATING A PUBLIC WAY AS "TOM RAPER WAY" Passage of this Resolution would authorize the designation of the public way currently known as Williamsburg Pike to instead be designated as "Tom Raper Way/Williamsburg Pike" to pay tribute to Tom Raper as a philanthropist and contributor to the community of the City of Richmond, Indiana and to commemorate the Tom Raper RV business 50 year anniversary. Opposing this Resolution were Messrs. Lewis, Anderson, and Pierce. Board of Works Minutes February 13, 2014 Page 3 of 3 Speaking in favor were Messrs. Milligan, Wilson, Burns, Bane, Ed and Eddie Unger. Police Chief Wolski cautioned that public safety databases may be slow to change /add current information. Mr. Foster requested a letter from the Richmond Postmaster be read into the record: The change to the address database in reference to recognizing both street names for mail processing is permanent. This is a common occurrence in Richmond with many addresses. An example is US Highway 27 which is also recognized as Chester Boulevard and Ninth Street as well. It is essentially one road but due to customers assuming the incorrect street name, it is recognized by the Postal Service in mail processing three different ways. By adding alias names to the database the Postal Service is able to automate the mail which otherwise would not be recognized in processing and would have to be manually handled. Resolution No. 3 -2014 will be taken under advisement until February 27, 2014 at which time a vote will be taken.
