Mayor Jensen opened the Annexation and Zoning Hearing for the
Regis /Maryvale property. 8:20 p.m.
Roll call: Marianne Klancke, Sue Buchheister, Jim Schauner,
Clifford Clayton and Steve Parks.
Town Staff present were Town Engineer Ed Opitz, Town Planner, Fred
Fox and Town Clerk Vicky Winter.
Representing REgis /Maryvale was Attorney Jim Soran.
A large audience was also present.
Mayor Jensen submitted the following to be allowed as Exhibits
to the Hearing.
Exhibit A. Major activity notice with attached Certificates of
mailing.
Exhibit B. Return reciepts for exhibit A.
Exhibit C. Notice of Public Hearing as published in the W.P.
Manifest on July 42, 1986.
Exhibit D. Affidavit of publication of notice of hearing.
Exhibit E. PDD application with it's exhibits (A) legal
description and (B) title report of property
owners within 200' of the subject property.
Exhibit F. Engineering report from Wright Water Engineers

Marianne Klancke made a motion to admit Exhibits A through R. as
evidence for the hearing, 2nd Jim Schauner. carried.
Mayor Jensen asked that the Town Planner, Fred Fox review for the audience
the proposed PDD plan that has been submitted for approval in zoning.
Fox reviewed the proposed development plan of the project. Fox explained
that the pictures are a demonstration of proposed densities and at a
final development plan submittal, actual locations of buildings
as well as actual densities will be known. Marianne Klancke reviewed
for the audience that they should be aware that the densities are
being approved at this level rather than locations. The densities are
maximum allowed, other than futher restrictions that will be placed
within the annexation document regarding certain areas.
Town Engineer Ed Opitz reviewed the planning for the major collector
roads. Questions concerning phasing and who pays for the roads
were asked by the Audience.
Grandma Miller questioned the open space of the meadows. Fox explained
that the golf course was planned for 106 acres within the meadows or
would be left open and undeveloped as per the annexation agreement.
Opitz also review the regional traffic study that is now being
accomplished and how it would be used as a planning tool and
requirements that are placed on the development of Maryvale to
accomodate this traffic need.
Mayor Jensen closed the hearing at 9:30 p.m.

A large representation of the Grand County Historical Society
was present and asked questions. Mrs.Reggie Black reviewed that the
lastest word on the Cozens Ranch dedication was that no site was
planned for the building that was already promissed and that it would
need to be moved. Moving the building would hamper the National
Historical site designation. The Society recieved a letter indicating
site and building would be deeded and have spent money to some extent
to preserve this building thru the winter. This group asked that
the Planner for Maryvale look at this again as they felt that
the site would be a good planning tool for the development.
Clayton commented that as Mr. Cozens gave some 700 acres to the
Regis organization that he thought that giving back an acre of
land and the Cozens Ranch for historical preservation would not be
asking to much of Regis /Maryvale.
Questions regarding the planning of water and sewer were discussed.
C.B. reviewed that planning would be done to see it the sewer ponds
could eventually be moved from the center of the town limits.
Andy Miller discussed his hope that development within the meadows
would be kept back to the tree line as much as possible.
Discussed was to ask Maryvale to consider ther community /center
dedication along with the site for the Cozens Ranch house as
combined it might make a very good planning idea.
Attorney Soran presented a letter requesting a continuance of the
hearing to allow time to finish the annexation agreement until
Spet. 24th at 7:30 p.m..
Buchheister made a motion to continue the annexation hearing until
Spet. 24th at 7:30 p.m. and to enter the request as Exhibit S of
this hearing, motion 2nd Schauner. carried.
