Commissioner Hagen called the meeting to order at 5:05 p.m.
Roll call was taken: Commissioners Hagen, Rapp, Olsen, Derrick, and Chairman Bortel were present.
Commissioners Barvian, Hendricksen, Lucas, and Schmidt were absent.
Also in Attendance: Jonathan Proulx, Director of Planning; and Kendra Kuehlem, Associate Planner.
APPROVAL OF MINUTES Commissioner Derrick made a motion to approve the LDDC and Public Outreach Joint Meeting minutes
dated September 6, 2018. Second by Chairman Bortel. Voice Vote. All in favor. 0 opposed. Motion
carried 5-0.
OLD BUSINESS
24115 W. Commercial St. Chairman Bortel stated that Michael Lambert submitted an email with more history on the property. Chairman Bortel stated he also provided information about the chain of title for the property (attached).
Commissioner Derrick requested more information on additional early settlement houses that would contribute to a potential district.
Mr. Proulx added that the HPC’s recommendation for the demolition permit should be based on the current status of the property, not the proposed plans if the demolition permit is granted.
Historic Guidelines Manual Chairman Bortel indicated he will work on the remaining chapters of the manual. Chairman Bortel state
he would like to go around town to take more pictures to include local examples that apply to the
guidelines in the manual. Chairman Bortel stated he has a goal to complete the manual by summer of 2019.
Preservation Watch List Commissioner Olsen shared recent changes she notices to some of the watchlist properties. Commissioner
Olsen stated she would like to add several properties near the Plainfield Library. Chairman Bortel added that he has pictures of properties that can be added to the watchlist. Baci's Chairman Bortel shared the conversation he had Plymouth Congregational Church about interest in the
property. Mr. Proulx shared that he has been in contact with an interested party, and that they are doing
their due diligence research if buying the property would be economically feasible.
Revisit BTD in March 2019
Chairman Bortel stated that he is still working with Commissioner Barvian on offering Continuing Education Credits for realtors to come learn about the Plainfield business transition district.

NEW BUSINESS 15130 S. Route 59 Chairman Bortel provided information of the property chain of title (attached). Chairman Bortel informed
the subcommittee that there is an interested party looking to buy and construct an addition on the north
side of the house. Chairman Bortel recommends that interested party come to a November LDDC meeting to further discuss options for the property moving forward.
DISCUSSION The subcommittee discussed the possibility of establishing new historic districts and landmarks. Mr.
Proulx explained that these subcommittee meetings would be the place to discuss that in detail. Chairman Bortel stated that he is seeking information and pictures of the Congregational Church for the
landmark proposal.
