1997- 09 -15. Special City Council Meeting
A special meeting of the Tybee Island City Council was called to
order by Mayor Walter W. Parker at 7:30 p.m. on Monday, September
15, 1997. The following members of the City Council were
present: Ed Merves, Billy Remeta, Jack Youmans, Michael "Spec"
Hosti, Mallory Pearce and John O'Neill. Assistant City Manager
Ro Fripp was also present.
Code Sections 7 -4 -6, 7 -4 -7, 7 -4 -8, 7 -4 -9 and 7 -4 -10 were enacted,
establishing the Tybee Island Recreation Commission, on motion of
Councilman O'Neill, seconded by Councilman Merves. The vote in
favor was unanimous. A copy of these ordinances is attached to,
and becomes a part of, these minutes.
Code Section 2 -1 -11, passed on two readings on September 11, 1997
was unanimously enacted, on motion by Councilman Hosti, seconded
by Councilman Youmans and the dates of future meetings were set
at 2nd and 4th Thursdays. At the request of Councilman Pearce,
who has a teaching obligation for the 4th Thursday in September,
it was agreed that Council will begin this schedule next month,
in October, 1997.

It is hereby ordained by the governing authority of the City of
Tybee Island, in open meeting assembled, that the Tybee Island
Code of Ordinances, Title 7 Chapter 4 Section 7 be added to read
as follows:
7 -4 -7. MEMBERSHIP, APPOINTMENTS, TERMS OF OFFICE, QUALIFICATIONS,
COMPENSATION.
(a) Membership and Appointment: The
Commission shall consist of ninc (9)

(b) Term of Office. The term of office for each member shall be
three (3) years, except that of those first appointed, three
shall be appointed for one (1) year, wee for two (2) years and
wee for three (3) years. When the terms of the first appointed
shall expire, all successors shall be appointed for three -year
terms which shall begin February 1st and expire January 31st of
the appropriate year.
(c) Qualifications of Members. In selecting persons for
appointment to the Commission, the Mayor and Council shall
endeavor to provide representation from public and private
educational institutions, from business and industry, and from
such other groups and citizens as will provide a Commission
representative of the entire community. Persons selected for
appointment shall not be a paid staff member of the city but
shall have an interest in the . : c :::_:: . programs

(d) Compensation. Members of the Commission shall not receive

Ordinance #
It is hereby ordained by the governing authority of the City of
Tybee Island, in open meeting assembled, that the Tybee Island
Code of Ordinances, Title 7 Chapter 4 Section 8 be added to read
as follows:
7 -4 -8 OFFICERS, MEETINGS, MINUTES, PROCEDURES.
The Tybee Island Recreation Commission shall elect one of its
members as chairperson for a one -year term. The Commission may
elect other officers as it deems appropriate. Meetings shall be
held as often as the Commission shall decide but not less
frequently than once each quarter.
The Commission shall keep minutes of its proceedings showing the
matters discussed and the action taken on each matter, and shall
provide to the Mayor and Council copies of such minutes within
thirty (30) days following each proceeding. (Ord. 97 -109,

It is hereby ordained by the governing authority of the City of
Tybee Island, in open meeting assembled, that the Tybee Island
Code of Ordinances, Title 7 Chapter 4 Section 9 be added to read
as follows:
7 -4 -9 POWERS AND DUTIES.
The Tybee Island Recreation Commission shall be an advisory
commission and shall submit its findings to the Mayor and
Council.
The Commission shall direct its attention to the following
matters:
(a) shall assist the city in developing a comprehensive plan
for recreational programs in the community;
(b) shall help encourage and promote joint community events by
the various recreational groups in the community;
(c) shall identify community recreational needs and suggest
programs to meet these needs;
(d) shall encourage the use of recreational concepts in
various public service activities and to encourage the use of
recreational concepts to improve the aesthetic quality of public
buildings and public places;
(e) shall help organize and promote recreational programs that
will be directed toward improving the quality of life in the
community;
(f) shall study and recommend programs through which
recreational programs can be made accessible to the elderly, the
handicapped and others with special needs;
(h) shall help to develop information and materials about the
recreational programs in the community that can be included with
other promotional materials distributed by those agencies in the
community involved with economic development. (Ord. 97 -110,

It is hereby ordained by the governing authority of the City of
Tybee Island, in open meeting assembled, that the Tybee Island
Code of Ordinances, Title 7 Chapter 4 Section 10 be added to
read as follows:
7 -4 -10 CITY MANAGER TO WORK WITH THE COMMISSIONS.
The City Manager shall provide staff to meet with the Tybee
Island recreation Commission, shall assist in obtaining such
information as it needs in its deliberations, and shall perform
such other duties for the Commission as the Mayor and Council

It is hereby ordained by the governing authority of the City of
Tybee Island, in open meeting assembled, that the Tybee Island
Code of Ordinances, Title 2 Government and Administration,
Chapter 1 Mayor and Council, Section 11 Regular and Specila
meetings be amended to read as follows:
2 -1 -11. Regular and special meetings.
Regular meetings of the mayor and council shall be held on
the second and fourth Thursday of each month at 7:30 p.m. in the
City Hall. All public heaings under the Land Development Code
shall be scheduled for the first meeting of each month. Special
meetings shall be held as provided by section 100 -2 -19 of the
