OTHERS PRESENT: B.MURPHY, VILLAGE ADMINISTRATOR; J.HARVEY, ATTORNEY; M.GIBAS, VILLAGE CLERK; D.WOLD, ENGINEER; A.PERSONS, PUBLIC WORKS DIRECTOR; J.PROULX, PLANNING DIRECTOR; L.SPIRES, BUILDING INSPECTOR; T.PLECKHAM, MANAGEMENT SERVICES DIRECTOR; AND K.RUGGLES, POLICE COMMANDER. CALL TO ORDER, ROLL CALL, PLEDGE Mayor Collins called the meeting to order at 7:00 p.m. Roll call was taken, all Trustees were present. Mayor Collins led the Pledge of Allegiance. There were approximately 9 persons in the audience. PRESIDENTIAL COMMENTS Mayor Collins Proclaimed October 24, 2018 as United Nations Day. Representatives from Zonta International, Zonta Club of the Joliet Area, Rotary International, and Rotary Club of Plainfield were present to accept the Proclamation. TRUSTEES COMMENTS Trustee Newton offered condolences to the family of Ralph Rouse. Trustee O'Rourke requested an update on the Olsen Property on Route 30, Quiet Zone Application, and Golden Meadows Pond. PUBLIC COMMENTS (3-5 minutes) No Comments. BUSINESS MEETING 1) APPROVAL OF AGENDA Trustee Bonuchi moved to approve the Agenda. Second by Trustee Newton. Vote by roll call. Motion carried. 2) CONSENT AGENDA Trustee Larson moved to approve the Consent Agenda to include: a) Approval of the Minutes of the Board Meeting held on October 1, 2018. b) Bills Paid and Bills Payable Reports for October 15, 2018. c) Cash& Investments, Revenue, and Expenditure Reports for September, 2018. d) Ordinance No. 3388, increasing the Class F liquor licenses to 23 for Station One Smokehouse to be located at 15025 S. DesPlaines Street, Unit 1A. Second by Trustee Newton. Vote by roll call. Bonuchi, yes; Lamb, yes; Larson, yes; Newton, yes; O'Rourke,yes; Wojowski, yes; 6 yes, 0 no. Motion carried. Village of Plainfield Meeting Minutes—October 15,2018 Page 2 3) ROUTE 30 TIF REDEVELOPMENT PLAN & STUDY Trustee Bonuchi moved to adopt Ordinance No. 3389, approving the tax increment financing district eligibility study, redevelopment plan, and project for the Route 30 Redevelopment Project Area. Second by Trustee Lamb. Vote by roll call. Bonuchi,yes; Lamb, yes; Larson,yes; Newton,yes; O'Rourke,yes; Wojowski,yes; 6 yes, 0 no. Motion carried. Trustee Newton moved to adopt Ordinance No. 3390, designating the Route 30 Redevelopment Project Area. Second by Trustee Lamb. Vote by roll call. Bonuchi,yes; Lamb, yes; Larson,yes; Newton,yes; O'Rourke,yes; Wojowski, yes; 6 yes, 0 no. Motion carried. Trustee Lamb moved to adopt Ordinance No. 3391, adopting tax increment financing as it relates to the Route 30 Redevelopment Project Area. Second by Trustee Newton. Vote by roll call. Bonuchi, yes; Lamb, yes; Larson, yes;Newton, yes; O'Rourke, yes; Wojowski,yes; 6 yes, 0 no. Motion carried. 4) GREENBRIAR(PC CASE #1814-081318.AA/SU/PP) Trustee Lamb moved to open the Public Hearing regarding the proposed annexation agreement for the residential development known as Greenbriar, located generally east of Steiner Road and south of 143rd Street, and to continue the Public Hearing to the November 5, 2018 meeting of the Board of Trustees. Second by Trustee Newton. Vote by roll call. Bonuchi, yes; Lamb, yes; Larson, yes; Newton,yes; O'Rourke,yes; Wojowski, yes; 6 yes, 0 no. Motion carried. ADMINISTRATOR'S REPORT No Report. BUILDING DEPARTMENT REPORT Mr. Lonnie Spires presented the Building and Code Enforcement Report for September, 2018. PUBLIC WORKS REPORT No Report. POLICE CHIEF'S REPORT Trustee Newton moved to authorize the Village President to execute an Intergovernmental Agreement with Will County regarding communication system access. Second by Trustee Lamb. Vote by roll call. Bonuchi,yes; Lamb,yes; Larson,yes; Newton, yes; O'Rourke, yes; Wojowski, no; 5 yes,1 no. Motion carried. Second by Trustee Newton. Vote by roll call. Bonuchi,yes; Lamb,yes; Larson, yes; Newton, yes; O'Rourke,yes; Wojowski, yes; 6 yes, 0 no. Motion carried. Trustee Bonuchi moved to authorize the purchase of two (2) Terex RL4 Light Towers from Lift Works, Inc. in the amount of$16,672.91. Second by Trustee Lamb. Vote by roll call. Bonuchi,yes; Lamb,yes; Larson, yes;Newton,yes; O'Rourke,yes; Wojowski, yes; 6 yes, 0 no. Motion carried. ATTORNEY'S REPORT No Report. Mayor Collins read the reminders. Trustee Lamb moved to adjourn.
