First, I would discourage our "Council" make long term decisions based on recent events regarding 2020 and the ongoing pandemic. This year as well as next will be trying on everyone regarding stress and most certainly should be considered an outlier in human behavior going forward. Second, I suggest that I, personally, should not lose a freedom because someone else behaved in a poor manner. Third, we need to know more about the context of the recent events. I doubt seriously that allowing an "open container" was the driving factor in their decisions. Finally, we should consider how a prohibition may contribute to an undesirable outcome. For instance, consider the scenario where several friends are having a few drinks at an establishment. Most people can relate where they just ordered a drink, and before it has arrived the group has decided to go somewhere else. At this point, with the prohibition in place, would leave this person with 1 of two choices; leave their "paid for" drink on the table or slam it before they leave. In most cases I believe a person values their purchase and thus would choose the later resulting in quicker consumption than could be digested; drunkenness.
