Wayne Neddermeyer - Mayor in Chair Priscilla Arens - Clerk All members present. The minutes of the Council meeting of March 6, 1973 read. Moved by Donald Des ,Lauriers to approve the minutes as rep,d. Seconddd by Robert Franklin Motion carried. The minutes of the special Council meeting of March 19th read. Moved by Arthur Theis to approve the minutes as read. Seconded by Donald Des Lauriers Motion carried. The Planning Commission meeting of March 19th, 1973 minutes read. Joe Miller appeared with regard to the boards and trash on the road lost by private truck and pick-ups. The police department is going to keep a close check, especially over week -ends. A letter from Hennepin County read with regard to the improvement of County Roads 29 and 19. Robert Franklin is to send them a letter bringing up the matter of up -grading and taking over Hamel Rd. up to the Boyer Landfill. Opened up bids for gravel and oil and Mix. Seconded by Arthur Theis Motion carried Moved by Donald Des Lauries to award the bid for AC and MC mix to Buffalo , Bituminous at 36.20 a ton, with Leo to use his option at Bury and Carlson. Seconded by Robert Franklin Motion carried Moved by Robert Franklin that we accept the bid of A and B. Aggregate for Class 5 gravel at the pit and Crow River for Class 5 delivered, with Leo to use his option at the pit for Buesing or Crow River Aggregate and option for delivered for Buesing. Seconded by Donald Des Lauriers Motion carried 121 Jack Ebert appeared for special use for a foaling barn. Moved by Thomas mavens that we approve the special use permit for a. foaling .barn on the Fortuna Farms. Seconded by Robert. Franklin Motion carried Moved by Thomas Stevens that we send Leo Leuer to the sewer and water school at the Pick- Nicoleit Hotel in April. Seconded by Donald Des Lauriers Motion wried Anne Dorweiler reported on the work of the zoning administrator. Moved by Robert Franklin that we appoint Anne Dorweiler as Zoning Administrator, her term to expire at the meeting of January 1974. Seconded by Thomas Stevens Motion carried. Discussed the suit between the City of Brooklyn Center -:nd the Metro Council in regard to method of allocating current costs to municipalities. Joyce Linkenheil nePorted on meetings she attended at the Capitol on Park Reserve Trails, Metro Council and Township Relief. Anne Do±weiler spoke on Open Space bills. Moved by Robert Rmanklin to back bills SF 1271 and FF1251 as introduced. Seconded - none - Died for a lack for a second. Moved by Arthur Theis $200.00 to the Loretto Junior Athletic Club and $150.00 to the North Shore Community Council. Seconded by Donald Des Lauriers Motion carried. Moved by Thomas Stevens to table the license for the Colonial Theater and have Mr. Torodor appear kt the May meeting with regard to the sewer matter. Seconded by Robert Franklin Motion carried. Moved by Thomas Stevens to grant a 1973 cigarette license to Hamel Arel's K. O. Oil Station. Seconded by Donald Des Lauriers Motion carried. Arthur Theis had attended the meeting at Columbis Heights with regard to the rate situation with NSP. Moved by Thomas Stevens to pay the bills as follows: Payroll in the amount of ;6,219.30 and Order checks in the amount of .316,6' .17. Seconded by Donald Des Lauriers Motion carried. Moved by Robert Franklin to approve the purchase of a Road Roller upon the approval of Donald Des Lauriers and the receipt of other "quotes" on the road roller. Seconded by Arthur Theis Motion carried. Moved by Robert Franklin to approve Resolution 73i39 as follows: CONCERNING PROPERTIES IN MEDINA INDUSTRIAT, PARK. WHEREAS the Medina Village Attorney and Zoning Administrator have carefully reviewed alleged code violations in the Medina Industrial Park; NOW, THEREFORE, BE IT RESOLVED that the Medina Village • Council does hereby: Suspend all building permits for Lot 8, Block 2, Medina Industial Park, Second Addition; and Suspend issuande of'any certificate of • occupency for buildings on Lot 12,6Lock 2, Medina Industrial Park, First Addition; until such time as the developer and the Village Council execute a written agreement to correct code violatinns; and BE IT FURTHER RESOLVNT) that the Council does hereby appoint the Village Attorney, with such assistance as he may require from the Building Inspector, Zoning Administrator and Village Engineer, to enter into negotiations with the developer to correct deficiencies included in his reoort to the Village Council. Seconded by Donald Des Lauriers Motion carried. Anne Dorweiler presented a copy of a new proposed application for building permits. Hennepin County League of Municipalities meeting April 5th at 8 P. M. at the Colden V.,lley Hall. Moved by Robert Franklin that the meeting adjourn. Seconded by Thomas Stevens Motion carried. Meeting adjourned at 11:35 P. M. Clerk Mayor
