MINUTES
SPECIAL MEETING
OCTOBER 25, 2018
Commissioner Michael Nott called the October 25th, 2018 Special Meeting of the Board
of Police Commissioners to order at 6:10 p.m. In attendance were Commissioner Nott,
Commissioner Chapman, Commissioner Gardner, Chief Konopek, Cindie Blazina, and a student
from Plainfield North High School.
Public Forum: Citizen's Comments- None. Commissioner Nott took a few minutes to
introduce the Board of Police Commissioners and its functions to the public in attendance.
The minutes of the September 6th, 2018 meeting were read, and Commissioner Nott moved
the minutes to be approved, Commissioner Chapman seconded the motion. All in favor.
Correspondence- None.
Old Business- The Board of Commissioners approved and finalized the dates for the
2019 Entry Level Police Officer's Exam. These dates will be sent off to the testing facility, 1/0
Solutions and Chief Konopek will request use of the Fire Department for the orientation and
written exam as in years past.
Commissioner Chapman was able to attend two of the College Recruitment events in
which the Plainfield Police Department was in attendance. He answered questioned from
potential prospects and had overall great feedback from the events.
The Police Department is currently working through the 2017 Final Eligibility List in
hopes of hiring two more Entry Level Police Officers at the start of the New Year. Chief

Konopek updated the Commission with the current status and process. Further updates will be
provided at the November meeting.
New Business- Possible amendments to the Sergeants Promotional Testing were
discussed amongst the group. Per the Commission's Rules and Regulations, the current scoring
is based off of the following percentages: 20% Merit and Efficiency, 45% Written Test, and 35%
Assessment Center Scenario. The Police Department would like to see a system implemented
that is more open ended and personalized as opposed to the current number based template that is
being used. The Commission was receptive to the prospective changes and requested an example
evaluation be presented at the next meeting before making any final decisions.
Executive Session: Commissioner Nott moved the meeting be adjourned to Executive
Session for the purpose of further discussing the status of potential candidate's background
checks at 7:19 p.m.
The meeting was returned to open session at 7:24 p.m.
There being no further discussion or business at this time, Commissioner Nott moved the
meeting be adjourned at 7:30 pm.
