INITIATION: The regular meeting of the City Council was called
to order by Mayor Tyrell at 7:30 P. M. The Mayor then led the
Pledge of Allegiance to the flag.
INVOCATION: Invocation was given by Elder Merrill Byington Re-
Organized Church of Jesus Christ of Latter Day Saints, 9458
Broadway, Temple City.
ROLL CALL:
PRESENT: Councilmen - Dickason, Fitzjohn, Merritt, Nunamaker,
Tyrell
ABSENT: Councilmen -None
ALSO PRESENT: City Attorney Shatford and City Manager Wool l ett.
APPROVAL OF MiNUTES:
5, a, Regular meeting of January 28, 1563.
City Manager Woollett corrected section #5, sub - section b the
third from last line should read "City Clerk" instead of "City
Manager ". Also page 2 under section #8 prior to the motion
should read "cost of paveout,surveying, design, etc. to bring
the total costs to about $10. per lineal foot, ". Councilman
Fitzjohn moved to approve as corrected, Councilman Merritt
seconded, and carried by the following roll call vote:

c. Minutes of Special Meeting of Febr. 7, 1963. Councilman
Nunamaker moved to approve Councilman Fitzjohn seconded, roll
call vote carrying the motion as follows:

6. TEMPLE CITY JUNIOR CHAMBER OF COMMERCE: Re- Financial aid for
City Entrance Signs.
There was some discussion among the Councilmen whether this re-
quest should be re- considered as they had taken action on it
at the last Council meeting. However a representation of the
Jr. Chamber of Commerce was present and wished to ptete their
request which was granted by the Council.
G. L. Tieman, Vice -Pres. of the Junior Chamber of Commerce,
presented the request of the Chamber and advised the service,
clubs were interested but withheld a committment until the
Council would indicate participation as well as the Council
desiring committments from the clubs before indicating any
financial support. Following lengthy discussion the Jr. Cham-
ber was requested to again present their request at a later
date in order that it may be considered in the 1563 -64 budget.
Councilman Fitzjohn moved to refer to the staff to be consider-
ed in the 1963 -64 budget, Councilman Merritt seconded, and
carried.
Councilman Nunamaker moved to spend the $90.00 necessary to
paint the entrance signs (2) now in place, Councilman Merritt
seconded, and carried by the following roll call vote:

a. ORDINANCE #63 -100 Re- Building Code..., City Attorney Shat -
ford read title to Ordinance No. ri3 -100 AN ORDINANCE OF THE
CITY COUNCIL OF THE CITY OF TEMPLE CITY AMENDING THE TEMPLE
CITY MUNICIPAL CODE SECTIONS RELATING TO THE BUILDING CODE TO
BRING THE TEMPLE CITY BUILDING CODE UP TO CURRENT PROVISIONS
OF THE LOS ANGELES COUNTY BUILDING CODE.
Councilman Merritt moved to waive further readin;, Councilman

Shatford read title to Ordinance No. 63 -101 AN ORDINANCE OF THE
CITY OF TEMPLE CITY AMENDING THE MUNICIPAL CODE SECTIONS RE-
LATING TO THE ELECTRICAL CODE TO BRING THE TEMPLE CITY ELECTRI-
CAL CODE U TO THE CURRENT PROVISIONS OF THE LOS ANGELES COUNTY
ELECTRICAL CODE. Councilman Nunamaker gloved to waive further
reading of Ordinance No. 63 -101, Councilman Fitzjohn seconded,
motion carried by the following roll call vote:

8. MONUMENT BOND Tract 20748
City Manager '�ool l ett advised the City Engineer recommends
1. approval of the work for completion of the monument work
2, cancellation of the faithful performance surety bond fur-
nished by The Aetna Casualty and Surety Co., in the amount
of $770., Principal Miller & Price Development Co., 102.1
S. Second Ave., Arcadia, filed with the City on July 6, 1962,
Councilman Dickason moved to approve the recommendations of the
City Engineer, Councilman Nunamaker seconded, roll call vote
as follows to carry the motion:

CASH CONTRACT NO. 80400:Traffic Signals Temple City Blvd. &
Lemon Ave, City Manager Woollett :read a letter from the Supt.
of Streets of the County Road Dept. recommending the Council
accept the work as of January 22, 1G3, the work performed in
the installation of the traffic control signal system at the
intersection of Temple City Blvd, and Lemon Ave., Cash Contract
No, 80400 which has been satisfactorily completed, Councilman
Nunamaker so moved, Councilman Merritt seconded, carried by
the following roll call vote:

10. PROPOSED NOMINATION OF CURRENT MAYOR AS OFF!.,CER ON CONTRACT

in accepting this position, Mayor Tyrell advised if the Council
is in favor he would be a candidate for whatever position is
open, and that he might need some time from the staff in back-
ing up the services of the Contract Cities as the mimeograph,
the City Manager and some secretarial work. Following dis-
cussion Councilman Dickason moved the Council give him nominal
support and if special needs arise to consider them at that
time, Councilman Nunamaker seconded, and carried.
Request for additional funds for slab for new picnic shelters.
As the monies needed for this had been saved on several of the
other items, Councilman Fitzjohn moved to transfer these funds
to pay for the installation on this slab, Councilman Merritt
seconded, carried-by the following roll call vote:

12. NOMINATIONS FOR ANNUAL TOWN HALL AWARDS: City Manager ''oollett
read a letter from the Town Hall Awards Committee requesting
nominations. Following discussion f:y the Council, Councilman
Fitzjohn moved to refer this to the Chamber of Commerce, Coun-
cilman Nunamaker seconded, and carried.
13.. METROPOLITAN TRANSIT AUTHORITY: re taxing power.
City Manager 'oollett read a letter from Assemblyman Alfred H.
Song requesting an indication of the thinking of the City Coun-
cil in regard to the Governor-1)s message to the Legislature
supporting the request of the Los Angeles Metropolitan Transit
Authority for legislation giving it maximum taxing power.
Following discussion by the Council it was decided to have the
City Manac;:r and City Attorney draw a Resolution to the effect
that. the Council felt that the people should be given an oppor-
tunity to determine whether they are to be taxed by this
authority or not.
14. City of ALHAMBRA: re -sale F5 manufacture of Detergents.
The City Manager read a letter from the City of Alhambra request
ing this City to adopt a resolution regulating the manufacture
and sale of detergents as due the wide- spread use it has create(';
an emercencv in the reclamation of water due to the extreme
difficulty of removing them. Following discussion Councilman
Nunamaker mach a motion to support Alhambra and inform them of
our support, Councilman Fitzjohn seconded, motion carried by
the following roll call vote:

15. ALCOHOLIC BEVERAGE CONTROL BOARD: APPLICATION FOR TRANSFER OF
ON -SALE GENERAL LIQUOR LICENSE #l'?454
The City Manager explained this was a transfer back to former
operators of the Bowling Alley who were taking over the operation
again. Following discussion Councilman Merritt moved to approv‘ -
the change of ownership as there is nothing new about the pre-
mises and there is no reason to disapprove, Councilman Fitzjohp
seconded, carried by the following vote:

17. GREEN STREET SE !ER PETITION DISTRICT ..., S. 44. The City Manager
advised the City Engineer was in rece'ipt of a petition req.uestin,
preparation of a petition if passed would result in installation
If successful the actual cost will be borne by the property own-
ers. Councilman Nunamaker moved tb authorize the City Engineer
to prepare the Formal petition, Councilman Dickason seconded,

18, TRAFFIC COMMISSION RECOMMENDATIONS:
Item 10. Recommend boulevard stop at north south approaches to
Woolley St. on Livia Ave. Councilman Nunamaker moved to approve

Item 5. Recommend placement of parking stalls on Gidley St. with
red markings adjacent to driveways where necessary to alleviate
congestion due to M -2 zone across street from R -1 zone. Council-
man Merritt moved to approve, Councilman Nunamaker seconded,
roll call vote to carry the motion as follows:

Item 7. Recommend placement of a single large arrow at all exits
of one -way alleys north and south of Las Tunas Dr. & remove 50 ft.
of single skip centerline striping immediately east and west of
these intersections and retain single skip center -line For re-
mainder of alley. Also recommend large arc arrow where north
and south alleys enter east -west alleys. Following; discussion
Councilman Dickason moved to approve, Councilman Fitzjohn second
ed, roll call vote to carry the motion as follows:

Item 14. Recommend red curb markings adjacent to subject drive.
ways (Woodruff Ave.) The CityManager explained there were 12
parking spaces and invariably two cars crowded in not leaving
enough area available for entrance to adjacent drtvway. Coun-
cilman Fitzjohn moved to approve, Councilman Merritt sconded,
motion carried by the following roll call vote:

Item 15. Recommend an over -night parking ordinance be expedited
to alleviate present problems. The City Manager advised the '.
staff is working on this ordinance. The research conducted in
adjacent cities shows various ways that have been tried and dis-
continued, and he advised that the staff was endeavoring to come
up with something that would stick and not have to be continual],,
amended. The Council agreed to table to complete the investigar
tion,
Wm. Blom, 5931 Cloverly, spoke about the problem of over -night
parking at the Marbet Apts., where most tenants have two cars
with only one space provided, and many of them have received
citations.
There was some discussion regarding removing the restriction en-
tirely but Lt. Baker of the Sheriffs Dept. felt this took away
all control and did not recommend this course of action. Follow
ing considerable discussion Councilman Fitzjohn moved to instruc
the City Manager to post the Marbet Apts. so parking can be
permitted overnight in front of these apartments and leave the
area across the street with no parking, Councilman Munamaker
seconded, carried by the following roll call vote:

15 -2. Recommend placement of STOP and stop bar pavement mark-
ings on Hart Ave. at south line of Longden Ave. Councilman
Merritt moved to approve, Councilman Fitzjohn seconded, roll

15 -3. Recommend the Boy Scouts and adults Ivho assisted in dis-
tribution of one -way alley brochure be commended. Councilman
Merritt moved to approve and that a letter be written to the
four troops, Councilman Fitzjohn seconded, and carried.
Item 6. Recommend to Council consideration of purchase of a
radar speed checking device for traffic enforcement, City Mana-
ger Woollett advised since the demonstration was riven the staff
has received more information and if interested the Council
might indicate to the staff to consider this in preparing the
budget for next year. Councilman Fitzjohn so moved, Councilman
Dickason seconded and carried.
19. RESOLUTION NO, 63 -262: re part time recreation employees
Councilman Dickason moved to approve, Councilman Nunamaker se-
conded Resolution No. 63 -262 approving employment of listed part
time recreation employees to replace those that are no longer in
the employee of the City. Roll call vote carryinc the motion
as follows:

20. RESOLUTION NO. 63 -261: Warrants & Demands. Following discussion
Councilman Fitzjohn moved to adopt Resolution No. 63.261, war-
rants & Demands in the sum of $53,033.04, Nos. 2262 and 2263, any
Nos. 2266 through 2291, Councilman Merritt seconded, and carried
by the following roll call vote:

21. COMMUNICATIONS:
a. City of Pico Rivera: requesting endorsement of Pico- Rivera
Junior College. Following discussion Councilman Fitzjohn moved
to receive and file as this will not affect our students, Coun-
cilman Dickason seconded, and carried.
b. Requests to vend during Camellia Festival and /or parade.
1. American Field Service Int'1. Club. Approved by the
Camellia Festival Committee. City Manager Woollett advised
advised this school group were approved for the sale of
candied apples rather than cold drinks as previously re-
quested, and now request a permit from the Council. Council -
man Nunamaker moved to approve, Councilman Fitzjohn seconded,
and carried.
2. SHARDONS request for candied apples. Camellia Festival
committee recommend disapproval as they are not a, school
organization. Councilman Fitzjohn moved to deny the re-
quest, Councilman Nunamaker seconded and earried.
c. Thomas E. Massie: Boy Scout Troop #161: request permission
for a car wash on Febr. 16 and city -wide campaign of odd jobs
to raise money. The City Manager advised this car wash was in
violation of an ordinance not allowing water to run in the street
that the school had not given their approval far had the Supt.
of Streets as indicated. Following discussion Councilman
Merritt moved to disapprove the car wash at this location, Coun-
cilman Fitzjohn seconded, carried by the following; roll call
vote:

TRANSCRIPTION OF ITEM 22, MINUTES OF FEBRUARY 11, 1963
Mayor Tyrellr I was contacted by Mr. Woollett concerning his avail-
ability as a consultant. However it was my opinion
then and still is, that such experience will be bene-
ficial to us and not a waste of time outside of City's
time. From his memo I understand that he is not en-
gaging in this due to dissent of one or more council
members. We will gain nothing but stature through his
experience and actions and I believe we should encour-
age this. There has been some criticism of his taking
part in city club activities. I think it is important
in his position as City Manager, and I am familiar with
other cities and think they make it a point as part of
indoctrination in City matters, and I think it should
be encouraged, and I am very sorry that any Councilman
should indicate that it is not the thing to do.

Do you think this should be brought up at a public
meeting to discredit any one or two members of the
Council?
It is my own thinking a person can get over - extended.
In this position there are many invitations. I think
he has done a commendable job of public relations. He
needs to do a lot of things as City Manager and I think
we should talk this over in a personnel session. You
cannot go entirely public relations. There are other
things to be done in the City.
I think it is in better taste to talk this over in a
personnel session.
This is my impression, whether he should take on addi-
tional duties like taking over as President of the
Rotary and National Guard.
Bill gets my full support and I think he has done a
terrific job.
The question is how a man should spend his available
hours, and we can talk about this in a personnel session.

Regarding the request for odd -jobs city wide the City Manager
will advise them to submit requests as- individual projects
come up.
d. Temple City Optimist Club: request permission to sell
Easter eggs on southeast corner of Las Tunas Dr. and Primrose
after Camellia Festival. Councilman Fitzjohn moved to approve,
Councilman Merritt seconded, and carried.
e. County Boundary Commission -re proposed Annexation #306 re-
vised City of El Monte.
Councilman Fitzjohn moved to receive and file, Councilman Mer-
ritt seconded, and carried.
21. TIME FOR THOSE I N THE AUDIENCE WHO ';i! I SH TO $PEAK:
No one came forward at this time to speak.
22. MATTERS FROM CITY OFFICIALS:
Councilman Dickason requested the Council tq review the Civil
Defense plan set up and offer any suggestions or comments that
would help the Committee with this program. He also requested
a meeting of the Committee and review the progress of the pro-
gram and report at the next meeting.
Mayor Tyrell stated he was contacted by Mr. Woollett concerning

done a terrific job.
Councilman Dickason said it was his thinking that a person can

session. He felt that you cannot do entirely public relations
as there are lots of other things to be done in the City Hall,
and he was concerned whether he should take on additional duties
such as President of Rotary and National Guard.
City Attorney Shatford advised the City was out of step on

servh:-thse:;holidays we have eliminated in our City. Also the
City government is so intertwined with the County in practicall;
everything we do and they are closed which causes a definite
slow down. Councilman Dickason stated the pay of individuals
was on a par with industry or better and felt that should com-
pensate. No action was taken by the Council.
The City Manacer advised the Bell & Light Warning System was
installed and in operation.
City Manager .!oollett requested the Council to set for Public
Hearing a request for curb and gutters on the west side of Fret
us for 8 :00 Pe,M. Febr. 2 , 1963. Councilman Dickason so moved.
Councilman Merritt seconded and carried.
The City Manager secured consent of the Council to discontinue
the maintenance of individual books for the Councilmen of all
Resolutions, Ordinances, and Minutes.
23. Councilman Dickason moved to adjourn, Councilman Fitzjohn seconc
ed, and carried. Council adjourned at 9:.. P. M.
