should question each employee to determine whether he would be
willing to be paid by check in order to cut down the amount of
cash in the payroll..
Upon motion of Mr. Graham, seconded by Mr. Whittaker, it was
unanimously passed that all the Councilmen and Village Manager be
invested with Police Powers and bake the oath for polite offi^ors as
provided in the charter.
The resignation of Mr. Glenn E. Massnick was presented to the
council and on motion of Mr. Whittaker, seconded by Mr. Graham, it
was voted that this resignation be accepted and the Village Attorno
prepare a resolution covering same.
There being no further business before the meeting upon motion
duly made, seconded and carried Ole meeting. adjourned.

FEBRUARY 20, 1948
The regular meeting of the Bal Harbour Village council was held
February 20, 1948 at 9:00 P. M. in the Administration Building.
There were present the Messrs. Southerland, Bonneau, Graham,
and Whittaker.
Mr. Webb, Village Manager, and Mary Wetterer, Village Clerk were
also present.
The Village Manager then presented to the council the application
of Fincher Motors to operate taxi cabs and U-DriveāIt Cars from the
Sea View Hotel and thereupon the council approved the application.
The Zoning Ordinance was presented to the council and after
discussion on motion of Mr. Whittaker, seconded by Mr. Graham the
following ordinance was unanimously approved:

"AN ORDINANCE TO REGULATE AND RESTRICT THE
ERECTIuN, RECONSTRUCTION, ALTEEATION, LOCA-
TION AND USE OF BUILDINGS, STRUCTURES, LAND
AND WATER, FOR TRADE, RESIDENCE OR OTHER
PURPOSES; TO REGULATE AND RESTRICT THE SIZE
OF BUILDINGS AND OTHER STRUCTUFES UEREAFT,R
ERECTED OR ALTERED, THE SIZE ANIL DIMENSIONS
OF YARDS, COURTS AND OTHER OPEN SPACES SUR-
ROUNDING BUILDINGS; TO REGULATE AND RESTRICT
BLILDING LINE:, ANL THE DENSITY OF POPULATION,
AND FOR SAID PURPOSES TO DIVIDE RAL HARBOUR
VILLAGE INTO DISTRICTS OF' SUCH NUMBER, SHAPE
AND AREA AS ARE DEEMEII BEST SUITED TO CARRY
OUT THESE REGULATIONS, ANL hOR EACH SUCH DIS-
TRICT TO IMPOSE REGULATIONS AND RESTRICTIONS
DESIGNATING THE KIND OR CLASS OF TRADES,
RESIDENCES OR OTHER PURPOSES FOR WHICH BUILD-
INGS UP OTHER STRUCTURES OR PREMISES MAY BE
PERMITTED TO BE ERECTED, ALTERED OR USED;
TO PRt:V1DE A METHOD FOR AMENDMENT, SUPPLEMENT,
CHANGE, MODIFICATION AND HEFEAL OF REGULATIONS,
RESTRICTIONS AND BOUNDARIES; TO PROVIDE A
METHOD OF ADMINISTRATION; TO PROVIDE A BOARD
OF APPEALS AND PRESCRIBE ITS POWERS AND DUTIES,
AND TO PRESCRIBE PENALTIES FOR THE VIOLATION
OF THE PROVISIONS OF THIS ORDINANCE AND ALSO
PROVIDE rOR ITS ENFORCEMENT."
Mr. Webb reco;.,ended that $400.00 be traasfered from Hydrant,
Rental in the: Parks Department (480t-C4) to Mayor's Fund (4801-810)
and upon motion of Mr. Bonneau, seconded by Mr. 1.1hittaker it was
moved that the transfer be made and that the $400.O0 be used to
defray the share of Bat Harbour Village in tho expense of opposing
the ;;ads County - Miami Consolidation program.
A salary raise of 10% was recommended for the Village Clerk and
Chief of Police and upon uotian of Mr, Graham, seconded by 14r.
Whittaker this was agreed upon.
Upon motion of Mr. Whittaker, seconded by Mr. Graham it was voted
that $500.00 be transferred from Street Lighting (4807-B5) to Police
Department Equipment and Appliances (4803-D2).
Upon motion of Mr. Bonneau, seconded by Mr. Whittaker the meeting
was adjourned.
