HomeMy Public PortalAbout1990_05_30SPECL~L MEETING OF THE LEESBURG TOWN COUNCIL MAY 3O, 1990 A Special Meeting of the Leesburg Town Council was held on May 30, 1990, at 7:00 p.m., in the upstairs conference room of the Council Chambers, 10 Loudoun Street, S.W., Leesburg, Virg~ni_~_ pursuant to notice thereof having been delivered to all councilmembers prior thereto. The meeting was called to order by Mayor Robert E. Sevila. Present were: Mayor Robert E. Sevila, Councilmembers James E. Clem, Christine M. Forester, Donald A. Kimball, Claxton E. Lovin, William P. Mulokey and John W. Tolbert, Jr. Staff members present included: Town Manager Jeffrey H. Minor. Mr. Terry Titus was present to discuss the proposed legislation with regard to the Western Washington Bypass. After further discussion Council made various changes to the proposed resolution. Mr. Titus wished to thank the Council and said that this current resolution was better than the other one. On motion of Mr. Tolbert, seconded by Mr. Clem, the following resolution was proposed and adopted. 90-110 - RESOLUTION - COMMENTING ON THE WASHINGTON BYPASS STUDY WHEREAS, in August~ 1987, a "Memorandum of Understanding~ between the Maryland Department of Transportation (MDOT) and the Virginia Department of Transportation (VDOT) was executed, authorizing a study of a proposed Washington Bypass; and WHEREAS, lVIDOT, VDOT, and the selected project consultant Bellomo-McGee have developed three conceptual corridors for a Western Washington Bypass; and WHEILFu~, two of these three conceptual corridors, identified as W-la and W-2 pass through the Leesburg corporate limits; and WHEREAS, the general ~First Tier Draft Environmental Impact Statement" prepared by the Federal Highway Administration in conjunction with MDOT and VDOT does not fully evaluate the impacts of the proposed bypass corridors on the Town of Leesburg;, and WHE~, the proposed Wl-a and W-2 corridors conflict with the town's comprehensive transportation and land use plans; and WHEREAS, the proposed Wl-a and W-2 alignments damage sensitive environmental, historic, and scenic features within the Town of Leesburg;, and WHEREAS, alternative Wl-a would bisect existing and proposed development and would result in the demolition of a number of existing homes; and WHEREAS, the proposed W2 alignment presently bisects the Town of Leesburg Water Treatment Plant on the Potomac River, and WHERFd~, VDOT does not have the resources to adequately address the needs of existing primary roads within the town including completion of the east Route 7/15 Bypass interchange and the additional two lanes of the bypass; and WHEREAS, public hearing dates have been established to receive comments on the Washington Bypass Study; and WHEREAS, the Town Council desires to express its concerns over the W-la alignment and the W-2 alignment as presently proposed; and WHE~, this Council ~eserves comment on the Western Washington Bypass, itself, but wishes to convey its opposition to any alfgnment that would be proposed to be constructed west of Goose Creek THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows: The Town Manager shall prepare remarks to generally reflect the content of this resolution and the st__~t~' reports dated May 10, 1990 and May 29, 1990 regarding the Western Washington Bypass Study for presentation by the Mayor and/or Chairman of the Administration and Public Works Committee at the June 5, 1990 public hearing at Broad Run High School in Ashburn, Virginia. Aye: Councilmembers Clem, Forester, Kimball, Mulokey, Tolbert and Mayor Sevila Nay: None Abstain: Lovin. Mr. Lovin abstained from the vote due to being a member on the Board of Directors for the Dunes Area Transportation Association.
