HomeMy Public PortalAbout1990_07_02SPECIAL MEETING OF THE LEESBURG TOWN COUNCIL JULY 2, 1990 A Special Meeting of the Leesburg Town Council was held on July 2, 1990, at 6:30 p.m., in the Loudoun County School Board meeting room, 102 North Street, N.W., Leesburg, Virginia pursuant to notice thereof having been delivered to all councilmembers prior thereto. The meeting was called to order by Mayor Robert E. Sevila. Present were: Mayor Robert E. Sevila, Councilmembers Georgia W. Bange, James E. Clem, Christine M. Forester, Donald A. Kimball, Claxton E. Lovin and William F. Webb. Staff members present were: Town Manager Jeffrey H. Minor, Zoning Administrator Scott Johnson, Public Information Officer Susan Farmer, Deputy Town Attorney Deborah Welsh and Planning Commissioner Fred Williams. Mayor Sevila explained that this was a bi-annual organizational meeting that is called for in the town's ordinance. He wished to welcome aboard Mr. Webb and Ms. Bange newly elected members of Council. He looks forward to working with them over the next years. Mrs. Forester made the following motion: Pursuant to Section 2.1-344 of the Code of Virginia, I move that the Town Council of the Town of Leesburg go into Executive Session. The authority for this Executive Session is found in Section 2.1- 344 subsection (1) and Section 2.1-344 subsection (7) of the 1950 Code of Virginia, as amended. The public business matter to be discussed is potential litigation involving zoning permits in Potomac Crossing and personnel matters. The Deputy Town Attorney, Town Manager, and Zoning Administrator are requested to remain for the meeting. Mrs. Bange made a motion to amend the original motion to include discussions on the new government parking complex. The motion was seconded by Mr. Lovin Aye: Councilmembers Bange, Clem, Forester, Kimball, Lovin, Webb and Mayor Sevila Nay: None Mr. Clem made the following motion: I move that the Executive Session be adjourned, that the Town Council of the Town of Leesburg reconvene its public meeting and that the minutes of the public meeting reflect that no formal action was taken in the Executive Session. The motion was seconded by Mr. Lovin 'Aye: Councilmembers Bange, Clem, Forester, Kimball, Lovin, Webb and Mayor Sevila Nay: None The meeting was reconvened at approximately 8:40 p.m. Mrs. Forester made the following motion: I move that the Resolution Certifying the Executive Session be adopted and reflected in the minutes of the public meeting. Council of the Town of Leesburg and in accordance with the provisions of the Virgini ~ Freedom cf Iuformation Act: NOW, THEREFORE, BE IT RESOLVED that the Town Council of the Town of Leesburg does hereby certify that to the best of each member's knowledge, 1) only public business matters lawfully exempted from open meeting requirements under the Freedom of Information Act were discussed in the Executive Session to which this certification applies; and 2) only such public business matters as were identified in the Motion by which the said Executive Session was convened were heard, discussed or considered by the Town Council of the Town of Leesburg. Kimball Board of Architectural Review - Claxton E. Lovin Cable Commission - William F. Webb Economic Development Advisory Commission - Robert E. Sevila Environmental Advisory Commission - James E. Clem Parks and Recreation Commission - Georgia W. Bange Planning Commission - Christine M. Forester Northern Virginia Planning District Claxton E. Lovin Aye: Councilmembers Bange, Clem, Forester, Kimball, Lovin, Webb and Mayor Sevila Nay: None On motion of Mr. Kimball, seconded by Mr. Webb, the following resolution was proposed and unanimously adopted. 90-169 RESOLUTION - MAKING COUNCIL APPOINTMENTS AND CHAIRPERSON DESIGNATIONS TO THE PLANNING AND ZONING COMMITTEE AND TO THE ADMINISTRATION AND PUBLIC WORKS COMMITTEE RESOLVED by the Council of the Town of Leesburg in Virginia as follows: SECTION I. The following councilmembers are appointed to (he Planning and Zoning Committee for terms beginning July 1, 1990, and expiring on June 30, 1992: Christine M. Forester Claxton E. Lovin Georgia W. Bange SECTION II. The following councilmembers are appointed to the Administration and Public Works Committee for terms beginning July 1, 1990, and expiring on June 30, 1992:: William F. Webb James E. Clem Donald A. Kimball Aye: Councilmembers Bange, Clem, Forester, Kimball, Lovin, Webb and Mayor Sevila Nay: None On motion of Mr. Kimball, seconded by Mrs. Bange, the following resolution was proposed and unanimously adopted. 90-170 - RESOLUTION - APPOINTING A VICE MAYOR RESOLVED by the Council of the Town of Leesburg in Virginia as follows: James E. Clem is appointed Vice Mayor for a term beginning July 1, 1990, and expiring June 30, 1992. Aye: Councilmembers Bange, Clem, Forester, Kimball, Lovin, Webb and Mayor Sevila Nay: None On motion of Mrs. Forester, seconded by Mr. Lovir, the foll( wing resolu,.io',, was proposed and unanimously adopted. 90-171 - RESOLUTION - CANCBI.LrNG THE AUGUST 15, 1990, PLANNING AND ZONING COMMITTEE AND ADMINISTRATION AND PUBLIC WORKS COMMITTEE MEETINGS AND THE AUGUST 22, 1990, REGULAR COUNCIL MEETING RESOLVED by the Council of the Town of Leesburg in Virginia as follows: The Planning and Zoning Committee and the Administration and Public Works Committee meetings scheduled for August 15, 1990 and the regular meeting of the Leesburg Town Council scheduled for August 22, 1990, are cancelled. Special Meeting minutes of July 2, 1990 Aye: Councilmembers Bange, Clem, Forester, Kimball, Lovin, Webb and Mayor Sevila Nay: None On motion of Mr. Clem, seconded by Mrs. Forester, the following resolution was proposed and unanimously adopted. 90-172 - RESOLUTION - REAPPOINTING AIRPORT COMMISSION MEMBERS WHEREAS, the terms of office of Stanley Caulkins, Claude Arthur, William Haun, Dewey Hill, Whitney Jackson and Richard Wade as members of the Leesburg Airport Commission expire on June 30, 1990: THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows: Stanley Caulkins, Claude Arthur, William Haun, Dewey Hill, Whitney Jackson and Richard Wade are reappointed to the Leesburg Airport Commission for terms of four years, the terms of office to expire on June 30, 1994. Aye: Councilmembers Bange, Clem, Forester, Kimball, Lovin, Webb and Mayor Sevila Nay: None On motion of Mrs. Forester, seconded by Mr. Clem, the following resolution was proposed and unanimously adopted. 90-173 - RESOLUTION - REAPPOINTING ENVIRONMENTAL ADVISORY COMMISSION MEMBERS WHEREAS, the terms of office of John W. Tolbert~ Jr., Fred Z. Hetzel, Sr., Reavis Sproull, Mary Anne Newman, Elmo Blythe and Rose Garrett as members of the Leesburg Environmental Advisory Commission expire on June 30, 1990: THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows: John W. Tolbert, Jr., Fred Z. Hetzel, Sr., Reavis Sproull, Mary Anne Newman, Elmo Blythe and Rose Garrett are reappointed to the Leesburg Environmental Advisory Commission for terms of four years, the terms of office to expire on June 30, 1994. Aye: Councilmembers Bange, Clem, Forester, Kimball, Lovin, Webb and Mayor Sevila Nay: None On motion of Mr. Clem, seconded by Mr. Lovin, the following resolution was proposed and unanimously adopted. 90-174 - RESOLUTION - REAPPOINTING PARKS AND RECREATION ADVISORY COMMISSION MEMBERS WHEREAS, the terms of office of Kenneth Robinson, Catherine R. Dodds and Frederick P. Lillis as members of the Leesburg Parks and Recreation Advisory Commission expire on June 30, 1990: THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows: Kenneth Robinson, Catherine R. Dodds and Frederick P. Lillis are reappointed to the Leesburg Parks and Recreation Advisory Commission for terms of two years, the terms of office to expire on June 30, 1992. Nay: Councilmembers Bange, Clem, Forester, Kimball, Lovin, Webb and Mayor Sevila None Mayor Sevila asked that the'Clerk's office advertise the vacancy in the Parks and Recreation Advisory Commission.
