HomeMy Public PortalAboutResolution 60-046RESOLUTION NO. 60 -46 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF TEMPLE CITY PROVIDING FOR THE ESTABLISHMENT OF A TRAFFIC COMMISSION AND SETTING FORTH THE DUTIES OF THE COMMISSION WHEREAS, the City of Temple City has pursuant to the pro- visions of Chapter 3 of Article 3 of the Temple City Municipal Code adopted by reference Ordinance No. 6544 of the County of Los Angeles as the Traffic Ordinance of the City of Temple City, and WHEREAS, the City Council of the City of Temple City has determined that it is advisable that a Traffic Commission be appointed to assist in the administration of said traffic ordinance and all other traffic ordinances which may hereafter be adopted by the City of Temple City. NOW, THEREFORE, the City Council of the City of Temple City does RESOLVE, DETERMINE AND ORDER AS FOLLOWS: SECTION 1: There is hereby established an advisory Traffic Commission for the City of Temple City with membership powers, and duties as provided herein: SECTION 2: The Traffic Commission of the City of Temple Citl shall consist of five (5) voting members appointed by the Mayor with the consent of the City Council, and in addition thereto the follow- ing ex- officio members who shall be non - voting members; (a) The City Manager; (b) A Member of the Traffic & Lighting Division of the County Road Department; (c) A representative from the law enforcement agency which has charge of the Traffic Enforcement within the City of Temple City. SECTION 3. If a member of the Traffic Commission shall be absent from three (3) consecutive regular meetings of the said Com- mission without cause, the office of such member shall be deemed to be vacant and the term of such member ipso facto terminated. SECTION 4. Of the voting members of the Commission, first a_ppoin`ted hereunder, two shall serve for a term of four years, one shall ''serve for the term of three years, one for the term of two years and one for the term of one uear. The successors shall be appointed for terms of four years. If vacancies shall occur other than expira- tion of term, they shall be appointed for the unexpired portion of the term. The term of the ex- officio members shall correspond to their respective tenure of office. SECTION 5: Notwithstanding the provisions of the previous section of this Resolution, all members of the Traffic Commission shat serve at the will of the City Council. SECTION 6: The Traffic Commission shall have the right to adopt such rules and regulations as it shall deem necessary to provide for: (a) The time and place of meeting; (b) The time and method of electing officers; (c) Such other matters relative to the organization of the Commission and methods of administration of its duties. SECTION 7: It shall be the duty of the Traffic Commission to suggest the most practicable means for coordinating the activities of all officers and agencies of this City having authority with res- pect to the administration or enforcement of traffic regulations; to 52 1 Resolution No. 60 -46 page 2 stimulate and assist in the preparation and publication of traffic reports; to receive complaints having to do with traffic matters; and to recommend to the legislative body of this City and to the City Traffic Engineer, the Chief of the Traffic Division and other city officials ways and means for improving traffic conditions and the administration and enforcement of traffic regulations. SECTION 8: It shall further be the duty of the Traffic Commission: (a) To consider matters involving the safety of the whole community which may be brought to its attention or which may be re- ferred to it by the City Council: {b) To make such recommendations as it may deem advisable, concerning the safety of the Community, to the City Council or to other gencies and individuals; (c) To prepare and submit annually, a budget of the estim- ate expenditures to be made during the following fiscal year in connec- tion with safety proarams; (d) To make an annual report each fiscal year of all acti- vities and of all disbursements made in connection with programs spon- sored by said Traffic Commission. 111 City Clerk ATTEST: eziOceflat wi 11 am Woett • Menti11 J.
