The Council of the City of Medina met as the Board of Review for 1985 tax valuations
on Tuesday, April 3, 1984 at 6:30 P.M.
Present: Mayor, Thomas Anderson; Councilmembers, Thomas Crosby, Anne Heideman, William
Reiser; Wilfred Scherer; Clerk -Treasurer, Donna Roehl; City Assessors, Rolf
Erickson, Anne Riche; Hennepin County Assessor, Don Monk
Rolf Erickson explained process and formula used for valuation compilation for 1985 taxes.
Anne Riche stated that they had reevaluated Sections 1 through 12, except the Hunter Farms
area.
Rolf Erickson stated that Russell Anderson and Howard Glafke had written letters because
they were out of town and could not attend the meeting but they did wish to protect their
right to further appeal. He recommended no change in their valuations.
Larry Elwell asked why the assessors are instructed to raise farm land values when the
price of farm land has gone down 10 - 40%.
Mr. Erickson stated that all County assesssors have a meeting to average sales and arrive
at rates accordingly.
Clyde Libby stated that he had 2 acres that he did not know whether or not he would ever
be given a building permit for and if he cannot get a permit he would like the valuation
to be lowered.
Thomas Crosby stated that he should go on the assumption that it was buildable until told
otherwise.
John Ditter stated that the value on his property had been increased 65% and he asked for
a review.
Anne Riche stated that the valuation of Tom Ditter's new house had been placed on John
Ditter's property, which was an error.
Don Monk stated that if Mr. Ditter would withdraw his appearance and request the correction
could be made.
Mr. Ditter stated that he was willing to do that but that he wished to discusss the value
placed on the parcel that has his business and house located on it as they had moved the
business from the premises as of March 1, 1984.
Mr. Erickson stated that the assessors consider what is on a property as of January 1st.
Alan Cleland stated that he was an owner of property in Hunter Farms and intended to build
a house and wished to know why he could not get a partial homestead credit as he did not
own a home anywhere else.
Anne Riche stated that Minnesota law requires that property have a structure and be occupied
as of January 1st.
Thomas Crosby asked how many cases had gone to tax court.
Rolf Erickson stated that Charles Pangier's had gone to court in both county and state.
Mr. Crosby asked for information regarding land values when property is subdivided and
tax break for Green Acres classification, as in the case of the Ben Leuer property that
is to be subdivided.
Mr. Erickson stated that the value might be more if two parcels were considered but that
Green Acres could apply to the two parcels. If all sites are combined the valuation would
be less.
Moved by Scherer, seconded by Crosby to uphold the valuations given to each of the
properties that had been reviewed.
Motion declared carried
Moved by Heideman, seconded by Crosby to adjourn.
