DECEMBER 5, 1990
A Special Meeting of the Leesburg Town Council was held on December 5, 1990, at 6:30 p.m.,
in the School Board meeting room, 102 North Stree% N.W., Leesburg, Virginia, pursuant to notice
thereof having been delivered to all councilmembers prior thereto. The meeting was called to order at
6:45 p.m., by Mayor Robert E. Sevila, Council having been convened in the Planning and Zoning
Committee meeting prior thereto. Present were: Mayor Robert E. Sevila, Councilmembers Georgia W.
Bange, James E. Clem, Christine M. Forester, Donald A. Kimball, Claxton E. Lovin, and William F.
Webb.
Mr. Lovin made the following motion:
Pursuant to Section 2.1-344 of the 1950 Code of Virginia, as amended, I move that the Town
Council of the Town of Leesburg go into Executive Session. The authority for this Executive Session
is found in Section 2.1-344(a), Subsection (1), of the 1950 Code of Virginia, as amended. The purpose
for this Executive Session is to discuss vacancies on the Board of Architectural Review, Parks and
Recreation Advisory Commission and Planning Commission.
The motion was seconded by Mr. Webb.
Aye: Councilmembers Bange, Clem, Forester, Kimball, Lovin, Webb and Mayor Sevila
Nay: None
Mrs. Forester made the following motion:
I move that the Executive Session be adjourned, that the Town Council of the Town of
Leesburg reconvene its public meeting and that the minutes of the public meeting reflect that no
formal action was taken in the Executive Session.
The motion was seconded by Ms. Bange.
Aye: Councilmembers Bange, Clem, Forester, Kimball, Lovin, Webb and Mayor Sevila
Nay: None
On motion of Mrs. Forester, seconded by Ms. Bange, the following resolution was proposed and
unanimously adopted.
90-299A - RESOLUTION - CERTIFYING EXECUTIVE SESSION OF DECEMBER 5~ 1990
WHEREAS, the Town Council of the Town of Leesburg has this day convened in Executive
Session in accordance with an affirmative recorded vote of the Town Council of the Town of Leesburg
and in accordance with the provisions of the Virginia Freedom of Information ACt:
NOW, THEREFORE, BE IT RESOLVED that the Town Council of the Town of Leesburg does
hereby certify that to the best of each member's knowledge, 1) only public business matters lawfully
exempted from open meeting requirements under the Freedom of Information Act were discussed in
the Executive Session to which this certification applies; and 2) only such public business matters as
were identified in the Motion by which the said Executive Session was convened were heard, discussed
or considered by the Town Council of the Town of Leesburg.

On motion of Mr. Clem, seconded by Ms. Bange, the following resolutions were proposed and
unanimously adopted.
90-300 - RESOLUTION - MAKING APPOINTMENTS TO THE BOARD OF ARCHITECTURAL
REVIEW
WHEREAS, the terms of office of B. Calloway Jones, Mervin Jackson and Emory Plaster as
members of the Board of Architectural Review will expire on December 31, 1990; and
WHE1LgAS, a vacancy has existed, with the resignation of Sally Rich, since February of this
year.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
SECTION I. B. Calloway Jones and Emory Plaster are reappointed to the Board of
Architectural Review for terms of three years, the terms of office to expire on December 31, 1993.
SECTION II. Teckla Cox is appointed to the Board of Architectural Review for a term of three
years, the term of office to expire on December 31, 1993.

SECTION Ill. The Planning Commission shall appoint a Commissioner to serve as the Plannin/[
Commission representative to the BAR.
90-301 - RESOLUTION - MAKING AN APPOINTMENT TO THE PARKS AND RECREATION
ADVISORY COMMISSION
RESOLVED by the Council of the Town of Leesburg in Virginia as follows:
Dan Gill is appointed to the Parks and Recreation Advisory Commission for a term of two years,
the term of of/ice to expire on June 30, 1992.
90-302 - RESOLUTION - REAPPOINTING PLANNING COMMISSION MEMBERS
WHEREAS, the terms of office of Mervin Jackson and Fred Williams as members of the
Planning Commission will expire on December 31, 1990.
THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virg/nia as follows:
Mervin Jackson and Fred Williams are reappointed to the Leesburg Planning Commission for
terms of two years, the terms of office to expire on December 31, 1992.
Aye: Councilmembers Bange, Clem, Forester, Kimball, Lovin, Webb and Mayor Sevila
Nay: None
