1998- 01 -02. City Council Organizational Meeting
Clerk of Council Jacquelyn R. Brown called the meeting to
order at 10 A.M. on Friday, January 2, 1998. Brown gave the oaths
of office to Councilmembers Donald. E. Anderson, Jr, Michael A.
Hosti, Edward Merves, Mallory Pearce, Anne Monaghan, John 0.
"Jack" Youmans, Sr., Mayor Walter W. Parker.
Mayor Parker presided at the meeting. Pearce moved to
appoint Edward M. Hughes as City Attorney, Steven Scheer as
Municipal Court Judge, and John P. Sugrue as Judge Pro Tem.
Youmans seconded. Vote by Council was unanimous.
City Manager Bill Farmer handed out an information packet
to all Councilmembers stating that he is here to hear what you
would like to see occur, implement Council decisions, and to also
give suggestions for improvements.
Councilmember Hosti asked City Marshal Bargeron for an
estimate on revenue on the tax basis for 98. Bargeron answered
that in 97 that over 8 million dollars in construction dollars
came through the Inspection and Building Permit Department and
that some of the construction has been completed and will show on
the 98 tax digest, but he does not know how much.
Hughes gave Council an update of any litigation with the
City stating that we have a couple of suits pending, one being
that ownership of Old Highway 80 by Lazaretto Creek. M.R.S. has
been trying to build on the property for the past 4 to 5 years.
Hughes said that the government did not handle correctly, DOT and
Chatham abandoned the property. Chatham has deeded the property
to the MRS and again to the City of Tybee Island. Hughes said
that there are a couple of personnel issues pending.
City Marshal Bargeron stated that the ISO Flood rating is at
a Class 9 with a 5% reduction in Flood Insurance. After the final
inspection by David Van Troost of ISO we will be classified as an
8 possibly be a 7 with a 10 to 15 % reduction on the rates. Mayor
Parker said that we need to thank Zoning Administrator Angela
Byers for all the hard work and long hours put into this project
in order to save the citizens of Tybee money on their insurance
rates. The information on the Class changes will be published in
the Tybee News.
Youmans stated that the parking lots should be open for
payments until 8 P.M. every day.
Youmans moved to elect Donald E. "Dee" Anderson, Jr.as Mayor
Pro Tem. Hosti seconded. Vote by Council was unanimous.
Youmans questioned Hughes about where the new charter for
the City is at this time. Hughes answered that it is in Terry
McKenzie's office in Atlanta and that either Burke or Eric must
request the paperwork. The week before the Monday it is presented

to the legislators it must be advertized in the newspaper.
Hughes said that in order to raise the pay of the elected
officials that it needs to be advertised in the newspaper, but
this change would not affect the sitting Mayor and Council.
Councilmember Monaghan asked if a budget workshop is being
planned. Monaghan said that she needs some help and explanation
on some parts of the budget. Farmer answered that she could come
and see Rowena or himself before the meeting. Farmer stated that
the Resolution for the adoption of the 1998 budget will be on the
January 8th agenda.
As there was no further business to discuss the meeting was
adjourned.
