HomeMy Public PortalAbout10-29-2018 Special COW Miniutes Minutes of the Special Committee of the Whole Workshop "i 6/6204 of the President and the Board of Trustees Held on October 29, 2018 In the Boardroom Mayor Collins called the meeting to order at 7:00 p.m. Board Present: Mayor Collins, Trustee Bonuchi, Trustee Lamb, Trustee Larson, Trustee Newton, Trustee O'Rourke, and Trustee Wojowski. Others present: Brian Murphy, Administrator; Michelle Gibas, Village Clerk; Allen Persons, Public Works Director; Lonnie Spires, Building Inspector; Traci Pleckham, Management Services Director; and John Konopek, Police Chief. There were approximately 7 persons in the audience. Trustee Lamb moved to approve the Minutes of the Committee of the Whole Workshop held on October 22, 2018. Second by Trustee Newton. Voice Vote. All in favor, 0 opposed. Motion carried. PRESIDENTIAL COMMENTS No Comments. TRUSTEE COMMENTS Trustee Lamb commented that Rib Fest has been discontinued and is looking for a new location. PUBLIC COMMENTS Mr. Tom Ruane asked the Board to consider extending the yard waste pick-up dates. WORKSHOP 1) RIVERFRONT FOUNDATION Mr. Rob Epley and Mr. Eric Marsaglia presented the annual update for the Riverfront Foundation. Mr. Epley highlighted the mission statement, Executive Board of Directors, Directors at Large, and former Board members. Mr. Epley reviewed some of the Riverfront Foundation's projects including the West Electric Park/DuPage River Trail Lighting; Natural Wild Flower Area; K-9 Memorial; K-9 Committee; Lockport Street Bridge Education Sign; Riverfront Parking; and a recap of property investment. Mr. Marsaglia highlighted the financial update and future work. The Village Board thanked the presenters and the volunteers for the Riverfront Foundation. To volunteer or donate to the Riverfront Foundation, visit plainfeldriverfrontfoundation.org 2) 2019-2020 DRAFT FISCAL YEAR BUDGET Village staff gave a presentation highlighting the draft 2019-2020 Fiscal Year budget for the Departments of Administration, Finance Legislative, Community Relations, Facilities Management, Human Resources, IT, Planning, Economic Development, and Building. Staff reviewed the revenues for the General Fund including State Revenues and property tax. Staff will investigate a diesel fuel tax. There was some general discussion regarding the 2018 Tax Levy Rate. It was the general consensus to keep the rate the same. Mrs. Pleckham then reviewed the proposed timeline for the 2018 tax levy. Mayor Collins thanked the staff for the presentation and read the reminders. Trustee Lamb moved to adjourn. Second by Trustee Bonuchi. Voice Vote. All in favor, 0 opposed.
