OCTOBER 1, 1991
A special meeting of the Leesburg Town Council was held in the second floor, Councilmember's
meeting room, 25 West Market Street, Leesburg, Virginia on October 1, 1991, at 6:30 p.m. The
meeting was called to order by Vice-Mayor Clem pursuant to notice having been delivered to all
councilmembers prior thereto.

William F. Webb
Absent:
Mayor Robert E. Sevila
Staff members present:
Town Manager Steven C. Brown
Director of Finance Paul E. York
Director of Utilities Randolph W. Shoemaker
DISCUSSION:
Mr. Brown, Mr. York and Mr. Shoemaker reported on the proposed utility rate increase, with Mr.
Shoemaker summarizing the staff report. Staff answered questions from Councilmembers Clem and
Webb.
The rate increase was then forwarded to the Council for adoption.
Mr. Leo Chiang, developer of Leesburg Gateway Condominiums, submitted a letter dated October 1,
1991. Mr. Chiang's letter is attached and made a part of the minutes.
On motion of, and duly seconded, the meeting was adjourned.
