HomeMy Public PortalAbout1992_07_01 (2)150 SPECIAL MEETING M/NUTES OF THE LEESBURG TOWN COUNCIL JULY 1, 1992 A special meeting of the Leesburg Town Council was held on July 1, 1992, at 6:30 p.m., in the Council Chambers, 25 West Market Street, Leesburg, Virginia. Notice having been delivered to all members of the Council prior thereto. The meeting was called to order by Mayor James E. Clem. ROLL CALL Councilmembers present George F. Atwell Ronald W. Blake Joseph R. Trocino William F. Webb Mayor James E. Clem Councilmembers absent Georgia W. Bange Kristen C. Umstattd Staff members present Town Manager Steven C. Brown Assistant Town Manager for Economic Development and Administration Peter Stephenson Public Information Officer Susan Farmer Town Attorney George Martin Clerk of Council Barbara Messinger MOTION On motion of, and duly seconded, the following motion was made: Pursuant to Section 2.1-344 of the 1950 Code of Virginia, as amended, I move that the Leesburg Town Council convene in Executive Session. The authority for this Executive Session is found in Section 2.1-344(a), Subsection (1), of the 1950 Code of Virginia, as amended. The purpose for this Executive Session is a personnel matter relating to the vacancy on the Board of Architectural Review. Only the Mayor and Town Council were present. VOTE Aye: Councilmembers Atwell, Blake, Trocino, Webb and Mayor Clem Nay: None Absent: Bange, Umstattd MOTION On motion of, and duly seconded, the following motion was made: I move that the Executive Session be adjourned, that the Leesburg Town Council reconvene its public meeting and that the minutes of the public meeting reflect that no formal action was taken in the Executive Session. VOTE Aye: Councilmembers Atwell, Blake, Trocino, Webb and Mayor Clem Nay: None Absent: Bange, Umstattd MOTION On motion of, and duly seconded, the following resolution was proposed and adopted. 149 Special meeting minutes of July 1, 1992 will of the Coundl. Mr. Clem also suggested creating a personnel committee that would talk to personnel and ethics. These committees will be ad hoc committees. Mr. Trocino stated that the Council is here to help the town staff and get a handle of the long view. "It is important to say that the personnel committee is not aimed at a management level." Appointed to the Finance Committee is George F. Atwell, Chairman, Mayor Clem and Councilmember Umstatt& Appointed to the Personnel Committee is Georgia W. Bange, Chairperson, Councilmembers Blake and Trocino. Staff was asked to prepare legislation for the July 14, 1992, Council agenda. MOTION On motion of Councilmember Bange, seconded by Councilmember Trocino, the meeting was adjourned at 12:00 noon. Clem, Mayor 151 cZ} Minutes of July 1, 1992 92-109 - RESOLUTION - CERTIFYING EXECUTIVE SESSION OF JULY 1, 1992 WHEREAS, the Town Council of the Town of Leesburg, Virginia has this day convened in Executiv6 Session in accordance with an affirmative recorded vote of the Leesburg Town Council and in accordance with the provisions of the Virginia Freedom of Information Act: NOW, THEREFORE, BE IT RESOLVED that the Leesburg Town Council does hereby certify that to the best of each member's knowledge, 1) only public business matters lawfully exempted from open meeting requirements under the Freedom of Information Act were discussed in the Executive Session to which this certification applies; and 2) only such public business matters as were identified in the Motion by which the said Executive Session was convened were heard, discussed or considered by the Leesburg Town Council. VOTE Aye: Councilmembers Atwell, Blake, Trocino, Webb and Mayor Clem Nay: None Absent: Bange, Umstattd Mr. Echols, Chairman of the Downtown Parking Committee of the downtown, addressed the Committee reading the following statement. "We the undersigned business owners in the historic district of Leesburg request the Town Council to initiate as soon as possible free parking in the historic district. We believe this action to be an important. first step if not the most important in the process of revitalizing downtown." Mr. Echols referred to a signed petition that represents two groups. An overwhelming number of members of the DBA. The second group are individuals plus others in the downtown. Over 100 businesses in the downWwn. Mr. Webb asked what Mr. Echols meant by free parking. Mr. Echols stated the entire downtown. Remove all meters. Mr. Webb asked how much money the town receives from parking fees. Mr. Brown stated that the number that staff is getting out of the parking facility as of last fiscal year was about $5,000.00 a month. In addition to that meter revenue was also collected and parking fine revenue in the Wtal amount of $100,000.00 which includes the $60,000.00 from the parking facility. Mr. Webb asked Mr. Echols if he feels his committee could generate $100,000.00 to the town's treasury by food tax, etc. Mr. Echols stated yes with the proper tourism effort. He stated that the meals tax should be raised to three and one half cents. One percent of the funds from the meals tax should be used as a dedicated tax to fund an advertising program and to hire a consultant. He also stated that the town should create a permanent tourism advisory board. Mr. Atwell asked Mr. Echols what would happen to the marketing plan? Mr. Echols stated that the town would not have one. Ms. Doris Johnson, submitted the petition that Mr. Echols had spoke of earlier. This petition was copied to the Mayor and Town Council in the July 7, 1992, Administration and Public Works Committee Agenda item number 5. Ms. Johnson stated that free parking must be controlled. Mr. Joby Reynolds addressed the Committee stating that he supports the concept of free parking but the Wwn must ensure controlled parking if parking is going to be free. Mr. Clem addressed the public by presenting a brief synopsis of this morning's Council meeting. He stated that he attended the Leesburg Renaissance meeting this morning. The Council last week approved an expenditure of $20,000.00 to promote the downWwn. This Council, this morning, supported this expenditure. Mr. Clem asked that Mr. Brown provide the Council with some figures on how much it will cost the town to go to free parking. 152 Minutes of July 1, 1992 Mr. Brown stated that this matter has been scheduled for the July 7, 1992, Administration and Public Works Committee. Mr. Trocino stated that one of the most impotent things this Council can do is to show consistency. Move with a consistent approach to the problem in the future. MOTION On motion of Mr. Blake, seconded by Mr. Webb the following resolution was proposed and unanimously adopted. 92-110 - RESOLUTION - MAKING AN APPOINTMENT TO THE BOARD OF ARCHITECTURAL REVIEW WHE~, a vacancy was created on the town's Board of Architectural Review with the resignation of Julia Rom: RESOLVED by the Council of the Town of Leesburg in Virginia as follows: Richard Forbes is appointed to the Board of Architectural Review to fill the unexpired term of Julia Rom which expires on June 30, 1993. VOTE Aye: Nay: Absent~ Councilmembers Atwell, Blake, Trocino, Webb and Mayor Clem None Bange, Umstattd MOTION On motion of Mr. Webb, seconded by Mr. Atwell, the following resolution was proposed and adopted. 92-111 - MAKING AN APPOINTMENT TO THE CABLE COMMISSION WI-IE~, a vacancy was created on the town's Cable Commission with the resignation of Karen Jones: RESOLVED by the Council of the Town of Leesburg in Virginia as follows: Gus Glikas is appointed to the Cable Commission to fill the unexpired term of Karen Jones which expires on June 30, 1995. VOTE Aye: Councilmembers Atwell, Blake, Trocino, Webb and Mayor Clem Nay: None Absent: Bange, Umstattd MOTION On motion of Mr. Webb, seconded by Mr. Atwell, the following resolution was proposed and unanimously adopted. 92-112 - RESOLUTION - REAPPOINTING MEMBERS TO THE PARKS AND RECREATION ADVISORY COMMISSION WHEREAS, the terms of office of Kenneth Robinson, Catherine Dodds, Frederick Lillis and Dan Gill expire on June 30, 1992: THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows: Kenneth Robinson, Catherine Dodds, Frederick Lillis and Dan Gill are reappointed to the Parks and Recreation Advisory Commission for terms of two years, the terms of office to expire on June 30, 1994. 153 Minutes of July 1, 1992 VOTE Aye: Councilmembers Atwell, Blake, Trocino, Webb and Mayor Clem Nay: None Absent~ Bange, Umstattd Mr. Blake was appointed to the Emergency Planning Commission.
