HomeMy Public PortalAboutTBM 2015-03-18FRASER BOARD OF TRUSTEES MINUTES DATE: Wednesday, March 18, 2015 MEETING: Board of Trustees Regular Meeting PLACE: Fraser Town Hall Board Room PRESENT Board: Mayor Peggy Smith; Mayor Pro -Tem Philip Vandernail; Trustees; Eileen Waldow, Katie Soles, Cody Clayton Taylor, Andy Miller and Jane Mather Staff: Town Manager Jeff Durbin; Town Clerk, Lu Berger; Public Works Director Allen Nordin; Plant Supervisor Joe Fuqua, Town Attorney Rod McGowan, Police Chief, Glen Trainor, Others: See attached list Mayor Smith called the meeting to order at 6:00 p.m. 1. Regular Meeting: Roll Call 2. Approval of Agenda: Trustee Soles moved, and Trustee Taylor seconded the motion to approve the Agenda. Motion carried: 7-0. 3. Consent Agenda: a) Minutes — February 18, 2015 Trustee Taylor moved, and Trustee Waldow seconded the motion to approve the consent agenda. Motion carried: 7-0. 4. Open Forum: 5. Public Hearings: 6. Discussion and Possible Action Regarding: a) Memorandum of Understanding with Infinite West (Grand Roots Project) The MOU would establish a partnership with Infinite West for the Grand Roots Project to plant heirloom vegetables in beds owned by the Town, allowing residents and visitor's access to the fresh vegetables. The need for liability insurance to cover possible issues that may arise will need to be addressed. TM Durbin will work on a solution. The Trustees directed staff to move forward with the MOU and to bring it back to the April 1, 2015 meeting for approval. b) Economic Development Request for Proposals Page 2 of 2 The Joint meeting of the Fraser Town Board, Winter Park Town Council and the Winter Park Fraser Chamber of Commerce brought about the desire to work together regarding economic development. A strategy to bring about a Strategic Economic Development Plan would begin by seeking proposals from RRC and EPS, companies that can be utilized to facilitate a plan to move forward. C) Transit Appointment The County has asked the Town of Fraser to appoint a representative to a transit task force to look into building a transit backbone piece, linking transit from the Fraser Valley to Kremmling. The Board recommended appointing Trustee Mather as the Fraser representative to the task force. Trustee Vandernail moved, and Trustee Miller seconded the motion to approve Trustee Mather as Fraser's transit appointment. Motion carried: 7-0. 7. Other Business: 8. Executive Session For a conference with the Town's Attorney for the purpose of receiving legal advice on specific legal questions under C.R.S. Section 24-6-402(4) (b) and for the purpose of determining positions relative to matters that may be subject to negotiations, developing strategy for negotiations, and/or instructing negotiators, under C.R.S. Section 24-6-402(4)(e) regarding water and sewer matters and to include Town Manager Durbin, Town Attorney McGowan, Special Council Thorne, Water Engineer Palumbo, Town Engineer Swanson, Public Works Director Nordin and Plant Supervisor Fuqua. Trustee Soles moved, and Trustee Taylor seconded the motion to enter executive session. Motion carried: 7-0. Motion carried: 7-0. Trustee Vandernail moved, and Trustee Taylor seconded the motion to adjourn. Motion carried: 7-0. Topics that are in litigation with the Town will not be heard during this forum. All presenters are urged to: (1) state the concern; and (2) list possible solutions.
