Monaghan said that this ordinance is very difficult to read. Monaghan said that a group of residents have renovated the Community House stating that it needs to be spelled out who is going to inspect the buildings. Monaghan said that a very responsible person with a check list should do this job, like the City Marshal. Merves agrees that the facility needs to be checked before the next person uses it, some kind of accountability is needed. Hosti said that we don't know who leaves the messes. Youmans said that it would only take about 5 minutes each morning to check the Community House. Pearce moved to adopt on first reading. Hosti seconded.
