Others present: Brian Murphy, Administrator; Michelle Gibas, Village Clerk; Jon Proulx, Planning Director; Jake Melrose, Economic Development Manager; Allen Persons, Public Works Director; Ken Goska, Building Official; and John Konopek, Police Chief. There was approximately 6 persons in the audience. Trustee Larson moved to approve the Minutes of the Special Committee of the Whole Workshop held on October 29, 2018. Second by Trustee Lamb. Voice Vote. All in favor, 0 opposed. Motion carried. PRESIDENTIAL COMMENTS Commented on how well Public Works handled the snow storm. TRUSTEE COMMENTS Trustee Bonuchi asked the staff to look into trucks using air brakes at Route 30 and Spangler and dumping at the old truck stop. Trustee Larson commented out Toys for Tots donations. PUBLIC COMMENTS No Comments. WORKSHOP 1) WILL COUNTY BIKEWAY PLAN Ms. Corinne Crawford, Will County Forest Preserve District, gave a presentation highlighting the Will County Bikeway Plan and highlighted the corridors in the Village of Plainfield. Ms. Crawford pointed out that the plan is not a just a Forest Preserve plan, it’s a guide for future regional bikeway planning and encouraged the Board to adopt the plan. Trustee Lamb recommended implemeting a strategic plan process to help accomplish the plan’s objectives. Mayor Collins thanked Ms. Crawford for the presentation and asked staff to bring the resolution to the next Board Meeting. #2 GREENBRIAR RESIDENTIAL DEVELOPMENT Mr. Edward Mattox, Kipling Group and Mr. Gene Kripak, Landmark Asset Partners, gave a presentation regarding a proposed plan for single family, duplex, and apartments to be located generally north of Route 126 and 143rd Street, immediately west of Liberty Grove. The applicants reviewed overall phasing of the project, timing of construction, and Homeowners Associations. Trustee O’Rourke expressed concern regarding the number of Homeowners Associations, ownership of the properties compared to rentals, and the timing of the project. Trustee Larson expressed concern the number of Homeowners Associations, the number of apartments that have already been approved, and felt that the concept was too eclectic for one area. Trustee Bonuchi expressed concern with the number of apartments. Trustee Wojowski expressed concern that the rentals will not be 4 Village of Plainfield Meeting Minutes – November 26, 2018 Page 2 maintained properly and expressed concern regarding multitude of associations. Mayor Collins expressed concern regarding phasing of building. Staff will continue working with the applicant. #3 FIRE SPRINKLER AND ALARM GRANT PROGRAM Mr. Jake Melrose reviewed the proposed joint grant program with the Plainfield Fire Protection District that would provide financial assistance in implementing fire life and safety systems for commercial buildings in the traditional downtown area. Mr. Melrose reviewed the proposed program structure and pointed out the Village and Fire Department will be splitting the grant reimbursement 50/50. The maximum grant funding would be $20,000. There was some general discussion regarding the proposed grant program. Trustee Wojowski expressed concern with the 50/50 reimbursement and felt that the Plainfield Fire Protection District should pay more. Mayor Collins thanked staff for the presentation and requested the program be brought to a future Board Meeting for formal adoption.
