HomeMy Public PortalAbout1993_02_16465 SPECIAL MEETING MINUTES OF THE LEESBURG TOWN COUNCIL FEBRUARY 16, 1993 A special meeting of the Leesburg Town Council was held on February 16, 1993, at 5:00 p.m., in the first floor executive conference room. Notice having been delivered to all members of the Council prior thereto. The purpose of the meeting was to discuss the proposed Shenstone development. The meeting was called to order by the Mayor. COUNCILMEMBERS PRESENT George F. Atwell Georgia W. Bange Ronald W. Blake Joseph R. Trocino Kristen C. Umst~'ttd William F. Webb Mayor James E. Clem STAFF MEMBERS PRESENT Town Manager Steven C. Brown Planner Marilee Seigfried Ms. Sei~fried presented the staff report. MOTION On motion of Mr. Blake, seconded by Mr. Webb, the following motion was made. The Council recommends that a public heating be held on Sheustone by the Loudoun County Plaoning Commission. VOTE Aye: Councilmembers Atwell, Bange, Blake, Trocino, Umstattd, Webb and Mayor Clem Nay: None DISCUSSION Ms. Bante stated that she is in favor of giving the opportunity for a public hearing. She stated that a public hearing will bring out all of the concerns. Mayor Clem agreed further stating that it would be wise for the Council to speak it's piece on the Council's concerns so that the Loudoun County Planning Commission can make an informed decision. He expressed concern with the traffic on Dry Mill Road. He encouraged the immediate identification of a future fire and rescue facility site. He stated that he hoped the applicant would prepare an in depth environmental study to ensure that the packaged treatment/water plants will adequately serve the community. He noted that the size of Shenstone has dropped si~.t, nificantly from the original proposal. Mr. Trocino agreed with Ms. Bange further stating that the more public hearings held will allow for more opportunity for public input. Mayor Clem asked that the Loudoun County Planning Commission keep the Town Council informed. A member of the Loudoun County Planning Commission suggested that the Town Council select a member of the Council to serve on the planning commission committee. Ms. Umstattd stated that this statement almost pre-supposes that the County will go ahead with the project regardless of what comes out of the public hearing. The member of the Loudoun County Planning Commission stated that most likely a decision will not be made at the public hearing. She stated ihat there will be many issues to come up and that it would most likely be sent to committee to decide whether it will or will not work. Ms. Umstattd stated that this is a generous offer and that it is appropriate but she would not agree to have another counciimember necessarily speak on her behalf on this issue. Mayor Clem stated that these meeting are open to the public. He expressed the importance of the Town Council's position being heard. On motion of, and duly seconded, the meeting was adjourned.
