HomeMy Public PortalAbout04/04/1989 Board of Appeals CCMJ The Council of the City of Medina met as a Board of Review for 1989 property values, on r Tuesday, April 4, 1989 at 6:30 P.M. Present: Mayor, Thomas Anderson; Councilmembers, Anne Theis, Stephen Schmit, Wilfred Scherer, Robert Mitchell at 7:05 P.M.; Clerk -Treasurer, Donna Roehl; Assessors, Rolf Erickson, Anne Risch; Hennepin County Assessor, Robert Hanscom Anne Risch reported that the Lake Independence Beach area was revalued, plus a 4% increase in values in the southern part of the city. Rolf Erickson stated that Lake Independence property values were increased substantially based on sales records for the area. Regarding aricultural land the State does not allow residential classification on a house and agricultural for the acreage; classification must be one or the other. In Medina 80 parcels that were on agricultural classification are now classed as residential. Robert Hanscom stated that a group from the county assessing office has reviewed properties in the cities and had classified them according to their primary use. Val Higgins, 1766 Morgan Rd., Stated that he has two adjoining parcels, one of them listed as "Vacant," with value increasing from $21,300 to $27,500 in one year. Parcel with home increaing from $222,900 to $244,200. Rolf Erickson explained that land values in central Medina have increased dramatically the past year; also they do not have time, nor funds, to do in-depth appraisals. Charles Pangier, 4615 Fern St., Stated that valuation has risen 1711% on his house. The disadvantages are that it is a small house and yard with no basement; bad neighborhood and neighbors yard unsightly, so his house can not be sold for its assessed value. Rolf Erickson explained that he was not allowed to inspect the Pangier's house. He stated that land values had been increased in that area according to sales records on file. Wayne Neddermeyer,1272 Homestead Tr., owner of property north of Medina Morningside, stated that his valuation had gone from $27,000 to $32,200; that in 1988 he had appeared before the board and had received a reduction. He stated that the city considers the prop- erty as one buildable site and yet its being assessed as two parcels. He stated that he would like to get seder through Medina Morningside and he would not object to this value. Rolf Erickson stated that this lot in Northridge Farms would have a value three times as much as the Neddermeyer property. Robert Kagel, 2225 Willow Dr., Stated that there is a lot of disparity among values of adjacent properties and that he would not object to his value for this year. He stated that he did not want to be compared to North Ridge Farms with all of their amenities. Anne Theis asked if there was a way by which these types of properties could be valued on a equitable basis. Rolf Erickson stated that it is difficult to evaluate land values. Anne Risch stated that William Fenholt, Mark Christopher, and Frank Hetman could not attend but wished to retain their right to appear before the county equalization board. Rayburn Roy, 1952 Chippewa Rd., stated that he owns an 80 acre farm with a house built in 1918, value gone up 20% from 1987 to 1988. He stated that he had spoken to the zoning ad- ministrator about subdividing his property and could get very few parcels because of the soils. Rolf Erickson stated that he had not made changes in building values for four years. Sjaak de Jong, 1275 Oakview Rd., Stated that he would be surprised if they could sell their home for the assessed value of $355,000. He believed he was at the lower end of the home Values for that area and had found he was at the upper end. Rolf Erickson stated that values range from mid $200,000 to upper $600,000, in that area. and he believed the value they had placed on it was correct. Mr. deJong stated that the fact that the house is a contemporary house may have caused the assessor to place a higher value on it. Joe Bizanno, 1592 Homestead Tr., Stated that there is a lot of inequality in this area as well as western Hennepin County. He stated that his taxes would be doubled for next year and if they only looked at 10-12% of the properties in Hennepin County as lot of equalization needed to be done. Anne Theis explained that the county was shocked with several cases that they found on Green Acres. Bob Hanscom explained that they had looked at smaller acreage parcels in the winter and will be looking at more of them in the summer. They first decide if agricultural or residential and then decided if properties are primarily residential. He suggested that Council and residents contact the local Senator and Representative regarding the change that had been made in the law. Richard Wulff, 2865 Lakeshore Ave., Stated that their value had goen from $186,000 to $205,000. He asked how a $19,000 increase was justified based on the unsightly property across the street. He explained that a real estate appraiser had placed the value at $190,000. Anne Theis stated that the problem across the street was there for many years. Rolf Erickson stated that he had two sale comparisons, alot adjacent to the public access had been sold for $90,000. Milton Borgen, 1600 Northridge Dr., Stated that they do not have amenities paid for by the city, that is, they have their own sewer and water and maintain their own roads. Thomas Anderson explained that 17% of the taxes collected are for city purposes. Anne Theis stated that the Borgen property increased the same as all others in that area. Sharon Satterfield, 2105 Chestnut Rd., Asked for a return to agricultural classification as she was running a horse farm, breeding and selling horses. She stated that her taxes would increase by 40% if residential class. Robert Hanscom stated that there was not enough activity to justify giving it an agri- cultural classification. Sharon Satterfield stated that she breeds and sells horses internationally, having re- cently sold a horse for $30,000. Sheldon Coplin, 1595 Hamel Rd., Asked that the property be returned to agricultural class. He explained the number of acres owned and crops raised on the property. He stated that the county had inspected his property during the winter and had merely driven around and because his house does not have characteristics of a farm house they do not consider his a farm. Robert Hanscom stated that they would do another review of the Coplin property. Jim Wessin, 1125 Hamel Rd., stated that their land value had risen from $228, 000 to $235,000. Rolf Erickson stated that they had not increased land values in that area.
