HomeMy Public PortalAbout1993_06_15SPECIAL MEETING MINUTES OF THE LEESBURG TOWN COUNCIL JUNE 15, 1993 A special meeting of the Leesburg Town Council was held on June 15, 1993, at 5:00 p.m., in the Council Chambers, 25 West Market Street, Leesburg, Virginia. Notice having been delivered to all members of the Council prior thereto. The purposes of the meeting were to discuss Economic Development Advisory Commission appointments and other personnel matters and land acquisition for the county complex. ROLL CALL Councilmembers present George F. Atwell Georgia W. Bange (Arrived late) Ronald W. Blake Joseph R. Trocino Kristen C. Umstattd William F. Webb Mayor James E. Clem (Arrived late) STAFF MEMBERS PRESENT Town Manager Steven C. Brown Assistant Town Manager Peter Stephenson The Council discussed the proposed amendments to the town's pay and classification plan and agreed to refer these proposed amendments to the June 22, Council agenda. MOTION On motion of, and duly seconded, the following motion was made: Pursuant to Section 2.1-344 of the 1950 Code of Virginia, as amended, I move that the LeesburgTown Council convene in Executive Session. The authority for this Executive Session is found in Section 2.1-344 (a), Subsections (1) and (3), respectively, of the 1950 Code of Virginia, as amended. The purposes of this Executive Session are: 1. Economic Development Advisory Commission appointments and other personnel matters. 2. Land acquisition for the county complex. VOTE Aye: Nay: Absent: Councilmembers Atwell, Blake, Trocino and Webb Councilmember Umstattd Councilmember Bange, Mayor Clem MOTION On motion of, and duly seconded, the following resolution was proposed and unanimously adopted. 93-116 - RESOLUTION - CERTIFYING EXECUTIVE SESSION OF JUNE 15, 1993 WHEREAS, the Town Council of the Town of Leesburg, Virginia, has this day convened in Executive Session in accordance with an affirmative recorded vote of the Leesburg Town Council and in accordance with the provisions of the Virginia Freedom of Information Act: NOW, THEREFORE, BE 1T RESOLVED that the Leesburg Town Council does hereby certify that to the best of each member's knowledge, 1) only public business matters lawfully exempted from open meeting requirements under the Freedom of Information Act were discussed in the Executive Session to which this certification applies; and 2) only such public business matters as were identified in the Motion by which the said Executive Session was convened were heard, discussed or considered by the Leesburg Town Council. VOTE Aye: Nay: Councilmembers Atwell, Bange, Blake, Trocino, Umstattd, Webb and Mayor Clem None The public meeting was reconvened at 6:50 p.m., and the following motion was made: MOTION On motion of Mr. Trodno, seconded by Mr. Blake, the following resolution was proposed and adopted. 93-117 - RESOLUTION - COMMFITINGTOWN RESOURCES TO ACQUIRE AN APPROXIMATE SIX ACRE SITE AT THE CORNER OF EAST MARKET AND EAST LOUDOUN STREETS WHEREAS, on May 28, 1993, the County of Loudoun published a request for real estate proposals for a consolidated county complex (RFP); and WHEREAS, on March 23, 1993, Town Council unanimously adopted Resolution No. 93-63 urging the county to locate its complex in downtown Leesburg; and WHEREAS, the Town Council established on July 6, 1992, an ad hoc committee to accommodate a consolidated county complex in downtown Leesburg to enhance the town's economic development effort; and WHEREAS, the committee has worked diligently and closely with Loudoun County, town consultants and town staff to generate an appropriate response to the county's RFP; and WHEREAS, the urban site recommended by the town's ad hoc committee requires the acquisition of approximately six acres appraised at approximately $6 million to meet the county's published requirements and to solve accompanying transportation demands; and. WHEREAS, Town Council is steadfastly committed to returning county government to downtown Leesburg to continue the historic tradition of retention of the county seat in Leesburg as the vital economic development asset it has been for 232 years; and WHEREAS, the downtown Leesburg site offers the county a central, convenient location that includes already established support services and amenities which a progressive, efficient and effective county government requires for decades to come. THEREFORE, RESOLVED by the Council of the Town of Leesburg in Virginia as follows: SECTION I. The manager is hereby authorized to commit the necessary town resources to acquire an approximate six (6) acre site at the corner of East Market and Loudoun Street, S.E. and to offer the site to Loudoun County pursuant to Section 15.1-304 through Section 15.1-306 of the 1950 Code of Virginia, as amended, for the location of the consolidated county complex as described in the May 28, 1993, County of Loudoun Request for Proposals. SECTION II. Town Council is committed to take action to generate the funding source and revenue necessary to complete the project in the timeframe required by the County of Loudoun. VOTE Aye: Councilmembers Atwell, Blake, Trocino, Webb and Mayor Clem Nay: Councilmember Umstattd Abstain: Councilmember Bange MOTION On motion of, and duly seconded, the meeting was adjourned at approximately 7:00 p.m. Mayor Clem reconvened the special meeting at 8:30 p.m. All members of the Town Council were present. MOTION Councilmember Webb proposed amending the resolution as highlighted. The commitment is contingent upon the selection of the Loudoun Square site by the County of Loudoun and citizen approval of the November, 1993 bond referendum.
