SPECIAL MEETING MINUTES OF AUGUST 25, 1993
A special meeting of the Leesburg Town Council was held on August 25, 1993, at 4:00 p.m., in the
first floor executive conference room, 25 West Market Street. Notice having been delivered to all members
of the Council prior thereto. The purpose of the meeting was to discuss the town's purchasing policy and to
further discuss economic development organization/appointmentsto the Economic Development Commission.

Also present was Mr. Al Elias, Purchasing & Materials Manager, City of Charlottesville
Mr. Elias presented a brief history of the Virginia Public Procurement Act and a brief explanation of 5
methods of source selection and how each affects local vendors.
MOTION
On motion of Mr. Trocino, seconded by Ms. Bange, the following motion was made.
Pursuant to Section 2.1-344 of the 1950 Code of Virginia, as amended, I move that the Leesburg Town
Council convene in Executive Session. The authority for this Executive Session is found in Section 2.1-344
(a), Subsection (1) of the 1950 Code of Virginia, as amended. The purpose of this Executive Session is to
discuss economic development organization/appointments to the Economic Development Commission.

MOTION
On motion of Mr. Webb, seconded by Ms. Bange, the following motion was made.
I move that the Executive Session be adjourned, that the Leesburg Town Council reconvene its public
meeting and that the minutes of the public meeting reflect that no formal action was taken in the Executive
Session.
