A special meeting of the Leesburg Town Council was held on August 31, 1993, at 5:30 p.m., in the
lower level meeting room, 25 West Market Street. Notice having been delivered to all members of the
Council prior thereto. The purpose of the meeting was to discuss the proposed Harper Park development.

Ms. Seigfried presented the staff report.
Mr. Banzhaf made a presentation of the proposed development.
Mr. Blake asked if VDOT is still requesting the same amount of land on Route 7?
Mr. Banzhaf stated that VDoT has continued to ask for an extra lane as well as a lot of intersection
improvements around both Battlefield Parkway/Route 7 and Route 653/Route 7.
Ms. Umstattd asked where the power lines run?
Mr. Banzhaf pointed them out on the map.
Mr. Fletcher., with the school board, stated that a plan for a 30-acre school site was submitted on August 3.
The school board staff has reviewed the plan and met with the applicant. Issues include two access points to
the site, stormwater management across the site, soil types and wetlands.
Mr. Blake stated that the same soil conditions will exist at any place on that farm. "Does the school board
still want a school on that site?"
Mr. Fletcher answered yes.
Ms. Umstattd asked Mr. Fletcher to point out the location of the wetlands on the map.
Mr. Atwell stated, "Mr. Fletcher has said that he wants a school site on this particular piece of property - but
is the exact location of that site germane to the issue at hand of amending the Town Plan?"
Mr. Brown stated that a lot of the issues being discussed today are specific issues and concerns of the staff
yet are not directly related to the Town Plan amendment.
Mr. Banzhaf stated that the applicant is working with the school board to identify what soil types are located
on the site.
Mr. Atwell asked, "if the Council were to deny the Town Plan amendment, where would the school board want
the school site?"
Mr. Fletcher stated "same place."
Mr. Alton Echols asked, "do we need more residential and commercial at the dimension of potential
employment?" Mr. Echols stated that approving this amendment is not in the best interest of every single
individual who owns a home in Leesburg and the town as a whole.

Mrs. Cathie Wilt, a resident of 503 Saber Court, addressed the Council stating that this request is a significant
departure from the existing land use policy established for the Route 7 Corridor in the Town Plan. She
expressed great concern that consideration is being given to eliminatingthis acreage from planned employment
to residential.
Mr. Webb stated that this application has been before the Planning Commission and the Council on many
occasions. Three public hearings have been held on it. The criteria and the whole plan has changed several
times. He pointed out that two motions have been provided to the Council. One to approve and one to deny
the request.
Ms. Umstattd stated that since the Council has not heard from the school board regarding the soil's tests, she
asked that this matter be postponed until September 14, 1993.
Mr. Webb stated that the soil mixtures for the school site have nothing to do with amending the Town Plan.
Mr. Tompkins pointed out that this application is made up of two parts. One is the Town Plan amendment
and the other is the rezoning. Many of the issues discussed this evening fall under the category of the
rezoning.
MOTION
On motion of Councilmember Blake, seconded by Councilmember Trocino, the following ordinance was
proposed and adopted.
93-0~30 - ORDINANCE - APPROVING AN AMENDMENTTO THE TOWN PLAN LAND USE POLICY
MAP
WHEREAS, on February 11, 1992, the Town Council received and referred to the Planning
Commission an application for a Town Plan amendment for a 270.15 acre tract of land located north of Route
7, south of Fort Evans Road, and west of the eastern Town boundary; and
WHEREAS, the Town Plan Land Use Policy Map recommends this property for Planned
Employment uses; and
WHEREAS, on March 12, 1992, the Planning Commission held a public hearing to consider this
application; and
WHEREAS, on December 17, 1992, following three time extensions by the applicant and submission
of a revised application, the Planning Commission held a second public hearing; and
WHEREAS, on March 4, 1993, the Planning Commission recommended denial of this application
because the applicant did not demonstrate to the satisfaction of the Commission that the development is
consistent with the Planned Development regulations, and the goals and objectives set forth in the Town Plan.;
and
and
WHEREAS, on April 13, 1993, the Town Council held a public hearing to consider this application;
WHEREAS, on June 9, 1993, the AADP Joint Policy Review Committee voted to amend the
Annexation Area Development Policies if the Town Council approves the Town Plan amendment associated
with rezoning #ZM-134 - Harper Park by the Mission Bank of Mission, Kansas; and
WHEREAS, The Town Council believes that the Town Plan goals and objectives can be better served
by amending the Land Use Policy Map to designate this 270.15 acre tract of land as Mixed Use Development
per the Town Plan amendment associated with rezoning #ZM-134 Harper Park by The Mission Bank of
Mission, Kansas:
THEREFORE, ORDAINED by the Council of the Town of Leesburg in Virginia as follows:
SECTION I. The Town Council hereby approves an amendment to the Town Plan to create a Mixed
Use Development land use designation for a 270.15 acre tract of land known as Harper Park.
SECTION II. Staff is hereby directed to amend the Town Plan Land Use Policy map and applicable
text to provide for this use.
DISCUSSION
Ms. Bange stated that the Council is trying to create a place in Leesburg where people can work and live and
cut down on pollution from the use of the automobile. The Council will have to look carefully at future
zoning applications and the kinds of mixed uses.

Mr. Trocino stated that he and Mr. Brown will be attending the Board of Supervisor's meeting tomorrow
morning at 10:00 a.m., to discuss the county complex. He stated that he would more than likely be asked by
the board to reaffirm the town's position and commitment to the location of the complex. "Hearing no
objections I will be able to represent the position of the Council."
Ms. Umstattd stated %vith one exception."
Mr. Brown thanked the ad hoc committee for their time and successful efforts.
