The City Council of Medina, Minnesota met in special session on April 4, 2012 at 5:30
p.m. at the Medina City Hall, 2052 County Road 24, Medina, MN.
I. Call to Order
Members present: Pederson, Weir, Crosby
Members absent: Martinson, Siitari
Also present: City Administrator Scott Johnson, City Planner Dusty Finke,
Public Works Superintendent Steve Scherer, Jim Grube Hennepin County Engineer,
Craig Twinem Hennepin County, and John Griffith MNDOT
II. Highway 55/116 Intersection
Jim Grube provided a revised layout for the intersection based on feedback from previous
meetings and open houses held for the proposed project. John Griffith from MNDOT
provided information regarding their cooperative grant agreement program for
intersections. The program would require the closure of median access points on
Highway 55. Craig Twinem stated the proposed layout of the intersection would allow
for a future signal on Clydesdale Trail when warrants are met for traffic.
Discussion took place regarding the extension of a driveway off of Clydesdale Trail to
help with access for some of the businesses west of CR 116. Hennepin County will also
look into adding a whistle -free crossing for the railroad on CR 115. Jim Grube will have
his staff put together cost elements for the different portions of the proposed project. The
proposed project will be discussed at a future Highway 55 Coalition meeting for funding
options.
Jim Grube requested the City of Medina pay for the power bill for the new signal at
Hackamore and CR 116. The cost is approximately $1,000 per year. The City Council
agreed to cover the electrical cost for the signal.
