HomeMy Public PortalAboutMinutes-01/09/2008 Public Noitce Of Public Hearing City of Tiffin January 9, 2008 TO: RESIDENTS OF THE CITY OF TIFFIN, IOWA AND TO: WHOM IT MAY CONCERN The City of Tiffin does hereby notify all interested parties and citizens of a continuation of Public Hearing to Wednesday, January 9, 2008 at 6:30 p.m. at the Tiffin Fire Station, Tiffin, Iowa for the purpose of hearing input and comment in regard to proposed amendment to the City of Tiffin Zoning Ordinance. All interested persons are invited to attend and provide comment either in favor of or against proposed changes and alteration to the Water Ordinance of the City of Tiffin providing for a rate on oversize metered water use in all zones. Written-commentary may also be mailed.to City of Tiffin, PO Box 259, Tiffin, IA 52340. Written comment for consideration that is mailed should be received by Tuesday, January 8, 2008 to assure inclusion in review process. Written comment will be received up to 6:30 p.m., January 9, 2008 at the Public Hearing set for 6:30 p.m. Oral comment and written comment will be received at the continuance of Public Hearing at 6:30 p.m. on January 9, 2008. Any person needing special assistance or information should call the City at (319) 545-2572. All citizens are welcome and encourage to attend all Public Hearing. All city meetings are public. Margaret B. Reihman City Clerk City of Tiffin, Iowa (Subject to Approval) Council Proceedings Tiffin City Council January 9, 2008 The City Council of Tiffin met January 9, 2008. Mayor Royce Phillips called the meeting to order at 6:30pm. Council members present James Bartels, Michael Gericke, Mark Petersen. Absent John Wright. One seat vacant. Community forum: Jim Baker and Robin Enfield representing the Sierra Club presented Cool Cities. Motion Petersen, seconded Gericke to approve consent items, Meeting Agenda, Expenses and Revenues for December and City Clerk-Treasurer to obtain certification. Carried unanimously. Approval of December 12, 2007 and January 2, 2008 minutes tabled, not available. Motion Gericke, seconded Petersen to open Public Hearing for 2008 Water Main Extension Project. Carried unanimously. No comments. Public Hearing closed. Motion .Gericke, seconded Petersen. Motion Gericke, seconded Bartels, to approve Resolution 2008-01 for Adopting Plans and Specifications for 2008 Water Main Extension Project. Carried unanimously. Seventeen bidders submitted bids for Project. Bockenstedt Excavating low bidder at 68,888.88. Motion Bartels, seconded Petersen, to approve Resolution 2008-02 to Approve and Award 2008 Water Main Extension Project to low bidder upon review by Engineer Mike Hart. Carried unanimously. Jeff Heil, Ruan Securities, presented facts and figures on possible methods of financing new water tower. Motion Petersen, seconded Gericke to approve Engineer Hart to continue working with,Ruan Securities and Whitney & Dorsey to secure financing for new water tower which also included analyzing TIF areas. Carried unanimously. Motion Petersen, seconded Bartels to open Public Hearing on proposed amendment to change Water Ordinance for a rate on oversized metered water use in all zones. Carried unanimously. Citizens requested Engineer Hart for clarification of proposed rate changes. Motion Gericke, seconded Petersen to close Public Hearing. Carried unanimously. Motion Petersen, seconded Gericke to allow first reading by ordinance 2008-289 amending Water Ordinance of City of Tiffin in providing for rates on oversized metered water use in all zones. Carried unanimously. Motion Gericke, seconded Bartels, for second reading of Ordinance 2008-289. To be read at regular February council meeting. Carried unanimously. Clear Creek Amana Schools Superintendent, Paula Vincent, and Engineer Hart presented recommendations made by joint committee on 28E agreement for Hwy 6 Improvements. Motion Bartels, seconded Petersen to request joint committee to continue discussions for the recommendations for a workable agreement for Hwy 6 improvements between CCA Schools and City of Tiffin. Carried unanimously. Mayor Phillips presented additional information from the Community Foundation of Johnson County for further development of the Tiffin Community Fund. Recommended to fill 5 to 15 board positions with Tiffin residents. Action on westbound Hwy 6 flashing light was tabled for additional costs and information on type of light. Motion Gericke, seconded by Petersen to continue voluntary City Audit request. Carried unanimously. Councilperson Bartels reported on progress of his committee's search for new Assistant City Clerk. No new information, available on Ireland Avenue appraisals and property purchases. Attorney Steve Greenleaf in process of drafting easement and rental agreements on loading dock access in Industrial Park. Motion Bartels, seconded Gericke to request posting notice to fill Council vacancy per legal guidelines. Carried unanimously. Mayor Phillips presented to Council schedule of Ad Hoc Committees to be fulfilled by Tiffin residents. Councilpersons recommended that information on committees be published to residents. Motion Gericke, seconded Petersen to set Public Hearing for February regular meeting to repeal current Ordinance on Parks and Recreation Commision. Carried unanimously. Appointment of official newspaper for publishing tabled. Council persons requested additional costs from newspapers in area. Mayor Phillips reported representation of City on JCCOG committees. Motion Bartels, seconded Petersen to approve Mayor Phillips to assume responsibilities to direct and supervise city employees. Carried unanimously. Council persons discussed proposing written policies addressing placement of parking signage, nuisance parked cars and broken mailboxes. Meeting adjourned at 9:00pm. Motion Bartels, seconded Gericke.
