WHEREAS, it is in the public interest and welfare to provide accessibility to the disabled and handicapped citizens of the Richmond Community; NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RICHMOND, WAYNE COUNTY, INDIANA, AS FOLLOWS: SECTION I The Board of Public Works and Safety of the City of Richmond, Indiana, shall reserve parking spaces, on municipally owned parking areas, or city streets, as needed to be used for the exclusive use of physically handicapped persons. Use of these designated parking spaces, shall be limited to vehicles diaplaying a placard or license plate issued by the Bureau of Motor Vehicles, as authorized by T.C. 9-7-4.1-2. A vehicle bearing a registration plate or decal, issued by the Bureau of Motor Vehicles, which designates this vehicle as one used to transport handicapped persons shall be allowed to use such designated spaces. The owner of a vehicle parked in violation of this Section, shall be subject to a $50.00 fine payable in the office of the City Clerk in the City of Richmond, Indiana. SECTION II This Ordinance shall be in full force and effect from and after the passage by the Common Council, signature by the Mayor, and publication as provided by law.
