A special meeting of the Leesburg Town Council was held on October 20, 1993, at 4:30 p.m., in the
lower level meeting room, 25 West Market Street. Notice having been delivered to all members of the
Council prior thereto. The purpose of the meeting was to Rezoning Application #ZM-134 Harper Park.

Also present was Larry Trachy from VDOT, Buddy Fletcher from the School Board and representing the
applicant was: Pat Blew, Mike Banzhaf of Hazel & Thomas, and Doug Kennedy of PHR&A.
An overview of the application and proffers was presented by Mr. Tompkins. Unresolved policy iSSues were
brought to the Committee's attention and a hand-out was distributed to the Committee on this topic. Major
unresolved iSSues include the construction of Battlefield Parkway, absence of a contribution by the applicant
to the Regional Transportation Fund, acceSS to adjoining properties, installation of traffic signals along Stone
House Drive, the applicant's Mixed Land Use designation, and the absence of a parks and recreation
contribution. The Committee requested staff to prioritize these issues for the next meeting.
Mr. Banzhaf explained the applicant's position regarding the various issues raised by Mr. Tompkins.
A hand-out was distributed, entitled RegionalTransportation Fund, comparing various other properties within
the town that have been rezoned and the contributions made by them into this fund. Staff was asked for
further information and clarification regarding this table.
Staff was asked to prepare information regarding what the County is doing with the County Harper Park
application. Mr. Banzhaf spoke briefly to what is being proffered in the County.
Another special meeting was tentatively scheduled for November 3, 1993.
