WHEREAS, it is the responsibility of the Common Council of the City of Richmond, Indiana, to preserve the health and welfare of the citizens of said City of.Richmond, Indiana; and, WHEREAS, certain animals deposit bodily wastes in public areas, public premises, and public sidewalks; and, WHEREAS, such animal wastes constitute a potential health hazard and is offensive to citizens of the City of Richmond, Indiana. NOW THEREFORE, BE IT ORDAINED BY THE COMMON COUNCIL OF THE CITY OF RICHMOND, WAYNE COUNTY, INDIANA, THAT: SECTTON 1. It is hereby declared to be unlawful for any owner, keeper or walker of any dog or cat to permit his or:her dog.or cat to discharge such animal's excreta upon any public or private property, other than the property of the owner of any dog or cat, within the City if such owner, keeper or walker does not immediately thereafter remove and clean up such animal's excreta from the public or private property. SECTION 2. That this Ordinance shall be and hereby is made a part of the Municipal Code of the City of Richmond, Indiana and shall be designated as Section 91.12 of such Code. SECTION 3. This Ordinance shall be in full force and effect from and after its passage, adoption and publication as provided by law.
