AN ORDINANCE TO APPROPRIATE FROM THE FEDERAL REVENUE SHARING TRUST FUND.
WHEREAS, The State and Local Fiscal Assistance Act of 1972, Title I of Public
Law 95-512 was approved October 20, 1972.
WHEREAS, Section 51.04 of Part 51, Chapter 1, Subtitle B, Title B, Title 31
of the Code of Federal Regulations provides as follows:
A recipient Government which receives entitlement funds under the
Act shall:
(c) Provide for the expenditure of entitlement funds in
accordance with the laws and procedures applicable
to the expenditure of its own revenues.
WHEREAS, pursuant to the said State and Local Fiscal Assistance Act, the
proper legal officers of the City of Richmond, Indiana have
established a trust fund known as the Federal Revenue Sharing
Trust Fund.
WHEREAS, it has been determined that it is now necessary to appropriate
more money than.was appropriated in the annual budget:
NOW THEREFORE BE IT ORDAINED BY THE COMMON COUNCIL OF
THE CITY OF RICHMOND,
WAYNE COUNTY, INDIANA:
SECTION 1. That for the expenses of
said municipal corporation,
the following
additional sums of money
are hereby appropriated
and ordered set
apart out of the Federal
Revenue Sharing
Trust Fund for certain
ordinary and/or necessary
maintenance and
operating and certain
ordinary and/or necessary
capital expenditures, said sum being
subject to all laws governing the same.

SECTION 2. This Ordinance shall be in full force and effect from and after
its passage and approval by the Mayor and is subject to the laws
of the State of Indiana governing emergency appropriations.

Taxpayers appearinq at such meeting shall have a right to be heard thereon.
The additional appropriations as finally made will he referred Lo the State
Board of Tax Commissioners, which Board, upon receipt, will hold a further
hearing within fifteen days at the County Auditor's Office of said County,
or at such other place as may be designated. AL such hearing taxpayers
objecting to any of such additional appropriations may be heard. intwste_d
taxpayers may inquire of the County Auditor when and where such hearing
will be held.

EXCERPTS OF THE MEETING OF THE COMMON
COUNCIL OF THE CITY OF RICHMOND, INDIANA
The Common Council of the City of Richmond, Indiana, met in regular session in the
Council Chambers in the Municipal Building of said City March 19, 1984
at the hour of 7:30 P.M..
Councilman Williams presided with the following members present:
Messrs. Brookbank , Hankinson , Whitesell Parker
Bodiker Lemoine orris

The following business was had, to -wit:

The Clerk presented proof of publication of Notice to Taxpayers printed in the
Richmond Palladium Item, a newspaper of general circulation in the City of
Richmond, Indiana, on the dates of March 9, 1984 and
Said notices stated that a public hearing would be held on the 19th ay of
March , by the Common Council to consider additional appropriations
as provided for in Ordinance No. 12-1984 , within the City of Richmond,
Indiana. The proof of publication and posting of notices were examined and
found to be correct and in order. Councilman Parker moved the proof
of publication and posting of notices be received and ordered filed, seconded
by Councilman Hankinson , and on voice vote the motion was carried.

President Pro Tem Williams announced that Ordinance No. 12-1984 was on public hearing
After hearing all persons present, Ordinance No. 12-1984 was placed on
final passage or rejection and on a call of the roll the following was recorded:
