HomeMy Public PortalAbout014-1984 - ORDINANCE AMENDING THE SALARIES POSITIONS OF THE FIRE DEPARTMENT OF THE CITY FOR THE FISCAL YEARORDINANCE NO. 14-1984 AN ORDINANCE AMENDING THE SALARIES AND POSITIONS OF THE FIRE DEPARTMENT OF THE CITY OF RICHMOND, INDIANA FOR THE FISCAL YEAR BEGINNING JANUARY 1, 1984 AND ENDING DECEMBER 31, 1984. WHEREAS, at the time Amended Ordinance No. 2-1984 was enacted, there were pending salary negotiations between members and employees of the Richmond Fire Department, for the budget year 1984; and WHEREAS, the salaries for the Fire Department as stated in Amended Ordinance No. 2--1984 were tentative only and subject to modification pending an agreement as to salaries of members and employees of the Richmond Fire Department; and WHEREAS, Indiana Code, I.C. 36-8-3-3(d) provides that if the compensation of members of the Fire Department or Police Department are not fixed by ordinance of the legislative body by August 2nd of each year for the ensuing budget year, the Board of Public Works and Safety may fix their compensation, subject to change by ordinance; and WHEREAS, the Richmond Professional Firefighters Association, Local Number 1408 and the City of Richmond, Indiana, through its Board of Public Works and Safety, have agreed to salaries as contained in Addendum Number Three to the Professional Negotiation Agreement; and WHEREAS, Amended Ordinance No. 2-1984 now needs to be amended to reflect the salaries agreed to in the Fire Department budget for the year 1984; NOW THEREFORE BE IT ORDAINED by the Common Council of the City of Richmond, Indiana: SECTION 1. That for the fiscal year beginning January 1, 1984 and ending December 31, 1984 the following appointed officers and employees of the City of Richmond, Indiana shall receive the following salaries for the positions: FIRE DEPARTMENT Fire Chief 25,745. Assistant Fire Chief 19,694. Master Mechanic 18,854. (3) Batallion Chiefs 18,854. 56,562. Education Officer 18,854. (6) Captains 17,691. 106,146. (20) Lieutenants 17,397. 347.940. WALTERMANN MAYOR Ordinance No. 14-1984 and Transfer Ordinance No. 15-1984 are necessary so that sufficient appropriations in personal services will be available within the Fire Department to pay payroll based upon the 1984 Wage Agreement as agreed to by the Union and the Board of Works. A 5% pay increase from the 1983 wages was the final settlement. The salary ordinance and budget passed in August of 1983 for 1984 included wages with only a 3% to 4% increase. No wage settlement had been reached when the ordinance and budget was set; so the wages established were on estimate of what the City would settle on. The net increase in salaries from the original salary ordinance to Ordinance No. 14-1984 is $6,313.00 ($1,423,459.00 - $1,417,146.00). Offsetting this increase is a reduction in employee benefits ($1,141.00) from the deletion of the secretary position. Estimated additional unemployment costs are $1,684.99 resulting in an overall addition to personal services of $6,856.00. Fire Department managment identified the Capital Outlay category as one they would "give up" in order to fund the 5% raise.
