AN ORDINANCE TO APPROPRIATE WITHIN THE GENERAL FUND.
WHEREAS, it has been determined that it is now necessary to appropriate more
money that was appropriated in the annual budget.
NOW THEREFORE BE IT ORDAINED by the Common Council of the City of Richmond,
Wayne County, Indiana:
SECTION 1. That for the expenses of said municipal corporation the following
additional sums of money are hereby appropriated and ordered set
apart out of the several appropriations, herein named and for the
purposes herein specified, subject to the laws governing the same:

SECTION 2. Whereas, it has been shown that certain existing appropriations
now have unobligated balances which will not be needed for the
purposes for which appropriated, it is further ordained that

Notice is hereby given the taxpayers of the City of Richmond, Wayne County,
Indiana, that the proper legal officers of said Municipal Corporation at
their regular meeting place at 7:30 o'clock P.M., on 19th day of
March 1984 , will consider the fo owing additional
appropriations to excess offe budget for the current year. .

Board of Tax Commissioners, which Board, upon receipt, will hold a further
hearing within fifteen days at the County Auditor's Office of said County,
or at such other place as may be designated. AL such hearing taxpayers
objecting to any of such additional appropriation, may be heard. Interested
taxpayers may inquire of the County Auditor when and where such hearing
will be held.

EXCERPTS OF THE MEETING OF THE COMMON
COUNCIL OF THE CITY OF RICHMOND, INDIANA
The Common Council of the City of Richmond, Indiana, met in regular session in the
Council Chambers in the Municipal Building of said City March 19, 1984
at the hour. of 7:30 p.m. '
Councilman Williams resided with the following members present:
Messrs. Brookbank , Hankinson Whitesell Parker
Bodiker , Lemoine , orris '
Absent: Elstro '
The following business was had, to -wit: '

The Clerk presented proof of publication of Notice to Taxpayers printed in the
Richmond Palladium Item, a newspaper of eneral circulation in the City of
c Richmond, Indiana, on the dates of Mar9, 1984 and
Said notices stated that a public hearing would be held on the 19th day of
by the Common Council to consider additional appropriations
as provided for in Ordinance No.16-1984 , within the City of Richmond,
Indiana. The proof of publication and posting of notices were examined and
found to be correct and in order. Councilman Parker moved the proof
of publication and posting of notices be received and ordered filed, seconded
by Councilman Hankinson , and on voice vote the motion was carried.

Dear Mr. Elstro:
Appropriation Ordinance No. 16-1984 is necessary so that sufficient
appropriations will be available to pay the unemployment claims as the
City is on a Pay-as-you-go basis.
The attached worksheet details the original net savings of $168,182.00
that was generated from reorganization and the uses of these savings to date.
lntra Departmental transfers within a Major Budget Cetegory can be made with-
out prior notice or subject to approval. Such transfers have been made
within the Community Development, Redevelopment and Off Street Parking
Budgets.
