AN ORDINANCE AMENDING THE SALARIES AND POSITIONS OF THE BOARD OF WORKS AND THE
PUBLIC TRANSIT FUND OF THE CITY OF RICHMOND, INDIANA OF THE FISCAL YEAR BEGINN-
ING JANUARY 1, 1984 AND ENDING DECEMBER 31,1984,
WHEREAS, the position of Communications Technician was eliminated in Amended
Ordinance N. 2-1984; and
WHEREAS, it has now been determined to be in the best interest of the City of
Richmond, Indiana, in it's Public Safety functions that the position
of Communication Technician be re-established; and
WHEREAS, Amended Ordinance No. 2-1984 now needs to be amended to reflect the
re-establishment of the Communication Technician in the Board of Works
for the year 1984; and
WHEREAS, at the time Ordinance No. 34-1983, which was amended in it's entirety
by Amended Ordinance No. 2-1984, was enacted, there were pending
salary negotiations between members of the Amalgamated Transit Union
Local Union 1474, for the budget year 1984; and
WHEREAS, Amended Ordinance No. 2-1984 failed to include any increases in the
salaries of the Public Transit Fund; and
WHEREAS, the salaries of the Public Transit Fund as stated in Ordinance No.
34-1983 were tentative only and subject to notification pending an
agreement as to the salaries of members of the Amalgamated Transit
Union employees; and
WHEREAS, the Amalgamated Transit Union Local Union 1474 and the City of Richmond,
Indiana through it's Board of Public Works and Safety, have agreed
to salaries as contained in Addendum No. Two to the Professional
Negotiation Agreement; and
WHEREAS, Amended Ordinance No. 2--1984 now needs to be amended to reflect the
salaries agreed to in Addendum No. 2-1984 for salaries in the Public
Transit Fund for the year 1984;
NOW THEREFORE BE IT ORDAINDED by the Common Council of the City of Richmond,
Indiana:
SECTION 1. That for the fiscal year beginning January 1, 1984 and ending
December 31, 1984 the following employees of the City of Richmond,
Indiana shall recieve the following salaries for the positions:
BOARD OF PUBLIC WORKS & SAFETY
Communication Technician
$22,092.00
DEPARTMENT of PUBLIC WORKS
Public Transit Division
(10) Bus Drivers
$14,060.80 $ 140,608.00
Maintenance
7,003.00
Mechancic
15,960.00
TOTAL
$163,571.00

ADDENDUM NO. TWO
This Agreement made this �day of &)e ve ,)j� .
1983 between the Board of Public Works and Safety, City of
Richmond, County of Wayne. State of Indiana, hereinafter
referred to as the "CITY", and Amalgamated Transit Union, Local
Union No'. 1474, City of Richmond, County of Wayne, State of
Indiana, hereinafter referred to as the "UNION",
In consideration of the mutual covenants to each of the
other parties hereto made, and by consent of all of the parties
hereto, that certain Agreement entered into at the City of
Richmond, County of Wayne, State of Indiana between the City
and Union shall be, and'is duly modified, altered and changed
in the following respects only:,
By eliminating and striking out from said Agreement of
February 25, 1982, Paragraph (j) of Section 15, and inserting
In its place the following:
(j) Rates of pay per hour for CORTA bus drivers:
Length of Service 1/l/B4 - 12/31/84
During 1st 6 months $6,19
During 2nd 6 months $6.30
During 3rd 6 months $6.43
After 18 months of $6.76
continuous service

Ordinance No..21-1984 and Appropriation Ordinance No. 22-1984 are necessary
to:
1) Amend the Salary Ordinance to reflect the salaries currently being
paid the CORTA drivers. Addendum No. two to the drivers union contract,
which set their salaries, was signed November 9, 1983. When the salary
ordinance was amended at the beginning of the trar we weren't aware of
the discrepancy. No appropriation ordinance is required as the original
appropriation of $169,716. was never formally reduced; although re-
organization saved $30,843. of this amount. (Refer to the worksheet given
you with Appropriation Ordinance NO. 16-1984 at the March 5th meeting.)
2) Amend the salary ordinance to restore the position of Communication
Technician, Mr. Gary Hardwick, which was originally eliminated. Mr. Hardwick
remained on the payroll thru January, February and March as no other arr-
angements had been made to provide electronic repair service. After dis-
cussing the issue with the department heads who rely on Gary's expertise,
it has been decided to continue his employment.
The funding for his salary of $22,092. comes from 3 places;
a) The remaining savings of $17,710. in the General Fund.
b) $983.24 of savings from employee benefits in the General
Fund due to the overall salary reduction.
c) Reducing the appropriation into the Purchasing Director's
by $3,398.76, as the position is yet to be filled.
Only items a) & b) appear in this appropriation ordinance. The $3,398.76
was left in the Board of Works budget and a similar reduction made in the
Purchasing Department at the time Appropriation Ordinance No. 3-1984 was
posted
