HomeMy Public PortalAbout025-1984 - TRANSFER WITHIN THE GENERAL FUND-ATTORNEYS OFFICETRANSFER ORDINANCE NO. 25-1984 AN ORDINANCE TO TRANSFER WITHIN THE GENERAL FUND - ATTORNEY'S OFFICE WHEREAS, it has been determined that it is now necessary to appropriate more money than was appropriated in the annual budget. NOW THEREFORE BE IT ORDAINED by the Common Council of the City of Richmond, Indiana: SECTION 1. That for the expenses of said municipal corporation the following additional sums of money are hereby appropriated and ordered set apart out of the several appropriations herein named and for the purposes herein specified, subject to the laws governing the same: AMOUNT AMOUNT REQUESTED APPROPRIATED GENERAL FUND - ATrORNEY'S OFFICE 2000-Supplies $1,000.00 $1,000.00 SECTION 2. Whereas, it has been shown that certain existing appropriations now have unboligated balances which will not be needed for the purposes for which app- ropriated, it is further ordained that the following existing appropriations be reduced in the following amounts: AMOUNT AMOUNT REQUESTED REDUCED GENERAL FUND - ATTORNEY'S OFFICE 3000-Services & Charges $1,000.00 $1,000.00 SECTION 3, This Ordinance shall be in full force and effect from and after its passage and approval by the Mayor and is subject to the laws of the State of Indiana governing emergency appropriations. Williams � Brookbank � Hankinson � Whitesell Parker boalker Lemolne morrIs Absent: none The following business was had, to -wit: (OTHER BUSINESS HAD) The Clerk presented proof of publication of Notice to Taxpayers printed in the Richmond Palladium Item, a newspaper of general circulation in the City of Richmond, Indiana, on the dates of and Said notices stated that a public hearing would be held on the day of , by the Common Council to consider additional appropriations as provided for in Ordinance No. 25-1984 , within the City of Richmond, Indiana. The proof of publication and posting of notices were examined and found to be correct and in order. Councilman moved the proof of publication and posting of notices be received and ordered filed, seconded by Councilman , and on voice vote the motion was carried. The Clerk read on second reading Ordinance No. 25-1984 President Elstro announced Ordinance No. 25-1984 was on public hearing. SARDEN CITY ATTORNEY Mr. Jack Elstro, President and Members of the Common Council for the City of Richmond Dear Mr. Elstro and Members of Council Transfer Ordinance No. 25-1984 reflects the changing character of operations in the City Attorneys office. Prior to this year, much of the litigation was handled by contractual legal services. This year's budget was based on the same assumption that much of the workload would be handled by outside attorneys. Since January, the City Attorney has been committed to full-time representation of the City's interest. In order to adequately represent the City, there must be sufficient office and resource materials. Transfer Ordinance No. 25-1984 makes the budget for the office more realistic in terms of its revised functions. There is no extra expenditure here as the funds to be transferred are a direct savings from handling more matters in-house. Respectfully submitted: Kenneth E. Barden City Attorney
