CITY ATTORNEY
Mr. Jack Elstro, President and Members of the
Common Council for the City of Richmond
Dear Mr. Elstro and Members of Council
Transfer Ordinance No. 25-1984 reflects the changing character
of operations in the City Attorneys office. Prior to this year,
much of the litigation was handled by contractual legal services.
This year's budget was based on the same assumption that much
of the workload would be handled by outside attorneys.
Since January, the City Attorney has been committed to full-time
representation of the City's interest. In order to adequately
represent the City, there must be sufficient office and resource
materials. Transfer Ordinance No. 25-1984 makes the budget for
the office more realistic in terms of its revised functions.
There is no extra expenditure here as the funds to be transferred
are a direct savings from handling more matters in-house.
Respectfully submitted:
Kenneth E. Barden
City Attorney
