AN ORDINANCE TO TRANSFER WITHIN THE GENERAL FUND - POLICE DEPARTMENT
WHEREAS, it has been determined that it is now necessary to appropriate
more money than was appropriated in the annual budget.
NOW THEREFORE BE IT ORDAINED by the Common Council of the City of Richmond,
Indiana:
SECTION 1. That for the expenses of said municipal corporation the
following additional sums of money are hereby appropriated
and ordered set apart out of the several appropriations
herein named and for the purposes herein specified, subject
to the laws governing the same:

SECTION 2. Whereas, it has been shown that certain existing approp-
riations now have unobligated balances which will not be
needed for the purposes for which appropriated, it is
further ordained that the following existing appropriations
be reduced in the following amounts:

SECTION 3. This Ordinance shall be in full force and effect from and
after its passage and approval by the Mayor and is subject
to the laws of the State of Indiana governing emergency
appropriations.

EXCERPTS OF THE MEETING OF THE COMMON
COUNCIL OF THE CITY OF RICHMOND, INDIANA
The Common Council of the City of Richmond, Indiana, met in regular session in the
Council Chambers in the Municipal Building of said City April 2, 1984
at the hour of 7:30 p.m.,
Councilman Elstro presided with the following members present:
Messrs. Williams Brookbank Hankinson Whitesell

The following business was had, to -wit:

The Clerk presented proof of publication of Notice to Taxpayers printed in the
Richmond Palladium Item, a newspaper of general circulation in the City of
Richmond, Indiana, on the dates of and
Said notices stated that a public hearing would be held on the day of
, by the Common Council to consider additional appropriations
as provided for in Ordinance No. 26-1.984 , within the City of Richmond,
Indiana. The proof of publication and posting of notices were examined and
found to be correct and in order. Councilman moved the proof
of publication and posting of notices be received and ordered filed, seconded
by Councilman , and on voice vote the motion was carried.
The Clerk read on second reading Ordinance No. 26-1984
President Elstro announced Ordinance No. 26-1984 was on public hearing.

RE: Transfer Ordiannce No. 26-1984
As of March 26, 1984 (after 6 pays) the man power shortage has resulted in
surplus funds totaling $ 21,080,00 in A/C 1163 -- Patrol Officers.
$ 6,200.00 of this was transfered to Other Services & Capital Outlays in
Appropriation Ordinance No. 6-1984. This leaves $ 14,880.00 in surplus
funds available of which Chief Nimitz wishes to transfer $ 8,000.00 as
outlined in the attached memo.
The $ 480.00 into A/C 1350 is a budget transfer and doesn't have to come
before Council.

Re: Budget Transfers
Dear Miss Maness:

CHIEF OF POLICE
At this time the Richmond Police Department has surplus funds
amounting to $8,000.00 in the Police Budget, Salaries and
Wages, Account #1163 Patrol Officers. This surplus is due to
the Department being six officers short from our authorized
strength of 77.
It is requested the need for increased funds in the following
accounts be obtained by transfer within the Police Budget.
Accn. #1350 Clothing Allowance = $ 480.00
for purchase of shirts for Reserve Officers ($250.00)
and jackets for undercover officers and non uniform
personnel ($230.00).
Accn. #2240 Lab Mats & Supplies = $ 500.00
for fingerprint materials and general lab supplies
due to increased activity.
Accn. #3621 Repair of Auto. Body Damage = $ 500.00
for repainting of one police cruiser.
Accn. #3911 Instructions = $ 2,000.00
for P.S.E. School and related training.
Accn. #4460 Pistols & Guns = $ 3,000.00
for purchase of new shotguns.
Accn. #4490 Other Equipment - $ 1,520.00
for K-9 Equipment use.
