Seconded by Arthur Theis Motion carried. The minutes of the special meeting of March 16th read. Moved by Arthur Theis that the minutes be approved as amended. Seconded by Robert ,Franklin Motion carried. Minutes of the Planning Commission meeting of March 20, 1972 read. Thomas Schneeweiss of Ehlers and Associates reported on the situation as to status of our temporary bonds and will keep in touch with Council in this matter. At 8:00 P. Resolution, 72-10, to accept tie rlans as presented by the State Highway Department affecting55; through the Village. Seconded by Thomas Stevens. Council polled: Thomas Stevens, yes; Arthur Theis; yes; Robert Franklin, yes; Donald Des Lauriers, yes, Wayne Neddermeyer, yes. Motion carried. f 74 Ken Krienke appeared with regard to upgrading the street in Independence Heights. Mr. Mills and Mr. Krienke got together to go over.the matter. WCCO Tower. Moved by Wayne Neddermeyer that we re -zone the WCCO property to CI for the purpose of erecting a WCCO tower, as recommended by the Planning Commission; the north two rods to be dedicated for a road in WCCO to pay one-half of the upgrading; from WCCO to Hunter Drivejc .d pay entire cost and within five years would be blacktopped; and as to the landscaping, to put in one-half of the planting in one year and all in two years after erecting of tow?ier acceptance; Wcco to absorb all legal costs. Seconded by Donal Des Lauriers Motion oagi-Fid. Mrs. Beery appeared with regard to the "junk" on the property adjoining her place. Leo will Jo in with the truck and take it out. Moved by Thomas Stevens to change our records to show the name of Mrs. Boyer's plat from Clover Acres to Boyer Acres. Seconded by Arthur Theis Motion carried. Moved byArthur Theis to donate $150.00 to the North Shore Community Council. Seconded by Donald Des Lauriers Motion carried. Moved by Thomas Stevens that we activate the Planning Commission to include nine people. . Seconded by Donald Des Lauriers Motion carried. The members of the Council nominated the following people: Emil Jubert; Goerge Wyse, Ken Thies, Bob Feser, Ray Kerchel and Clem Neumann. Moved by Donald Des Lauriers that the nominations be closed. Seconded by Robert Franklin Motion carried. Council polled:' Results of vote as follows: 'Emil Jubert, 5; George Wyse, 3; Ken Thies, 4; Bob Feser, 2; Ray K,,rchel, 4; Clem Neumann, 2. Moved by Robert Franklin to appoint Emil Jubert, Ken Thies and Ray Kerchel for a three year term and George Wyse for a two ye!..r term. Seconded by Donald Des Lauriers Motion carried. Moved by Thomas Stevens to grand cigarette licenses to the followin Arnell Beckman of Arel's, Inc., and Greg Dubay of Medina Conoco. Seconded by Donald Des Lauriers Motion carried. Studied the new items ,of the dog Iidinance. Moved by, Thomas Stevens to table the dog ordinance. Seconded by Arthur Theis. Motion carried. Discussed the new snow plow merits. Itasca, 15754.00; Hall, 33585.00; Olson, R6193.00, which bid came in late. loved by Donald Des Lauriers that we award the bid to Itasca Equipment for the Wing and Hydraulics and reject the bid for the sweep plow. Seconded by Thomas Stevens Motion carried. 75 Ed Sorgatz of the Park Reserve Board presented a'map and discussed multiple trails. Moved by Robert Franklin to adopt Resolution 72-11 with reg rd to Trails: WHERAS the citizens of Medina and the Medina Village Council have learned from considerable experience with the Hennepin County Park Reserve District, now therefore the Medina Village Council urges Mayor Neddermeyer to present the following resolution to the Hennepin County League of Municipalities and urges its adoption by the League: BE IT RESOLVED THAT the Hennepin County League of Municipalities hereby strongly endorses the concept of a system of trails in Hennepin County; THAT the League urges the Minnesota Department of Natural Resources to finance and manage such long-distance trails as the one proposed for the old Luce Line Railway; THAT the League believes that the primary responsibility for planning and developing trails must remain in the hands of village and city councils; THAT the League'believ:^s the role of the Hennepin County Park Reserve District should be one of a clearing house and consulting agency that can aid local governments in. planning and procuring state and federal financing for trails; THAT local governments in Hennepin County should work closely with each other in planning a system of multiple -use, year -around trails; AND THAT the Hennepin County Park Reserve District should consult with the League and with local governments on any and all of its future legislative proposals. Discussed the attitude of the people of the Colonial Theater. George Gubbins was instructed to draw up a new ordinance affedting Outdoor Theaters. Arthur Theis reported on the meeting of the Hennepin County Relief Board. . Hereafter the amount of the monthly service charge will be :"30.00 rather than T20.00.
